大气环境作为经济和社会发展的基础战略资源之一,直接关系到社会的平稳运行 和经济的可持续发展,影响广泛而深远。目前,我国大气污染形势严峻,特别是京津 冀区域“十面霾伏”的现象愈演愈烈,严重扰乱了生产和生活秩序,这种情形的出现 归根结底是由经济增长和大气环境保护之间的不平衡造成的。大气环境效率能够衡量 经济活动单元在生产过程中创造的经济价值和大气环境之间的协调程度,反映经济发 展和大气环境保护之间的平衡关系。京津冀区域协同治理已经成为国家重大战略,京 津冀三地应加强技术、经济、文化交流,共同突破可持续发展的瓶颈,实现协同发展。 因此,将协同治理的战略背景和大气环境效率的主题相结合具有重要的理论和现实意 义。 论文首先对协同治理和环境效率的相关理论及实证研究成果进行了整理归纳,认 为聚焦大气环境效率问题有一定的学术价值;其次,对京津冀区域大气环境及其治理 的现实状况进行了分析,构建了要素流动与区域经济发展的概念模型,厘清了论文的 逻辑关系,为下文研究的开展奠定了基础。在对理论和京津冀区域现实情况有充分了 解的情况下,收集了京津冀区域13个城市在2006-2016年的相关数据从静态视角和 动态视角对京津冀区域的大气环境效率进行了测度,并进一步探究了区域内部大气环 境效率的协同度;最后,论文构建Tobit回归分析模型探究了影响京津冀区域大气环 境效率的关键因素,并针对研究结果提出了有针对性的对策建议。 实证研究结果表明:京津冀区域的大气环境效率水平偏低,平均值为0.621,在 技术进步和技术效率提升的双重作用下年均上升0.7%;京津冀区域内大气环境效率 的协同度在研究区间内由高转低,城市间差异增大;经济规模、对外开放、新能源普 及率和基础设施因素对大气环境效率有显著的正向促进作用,产业结构和技术进步对 大气环境效率有显著的负向影响。 关键词:京津冀区域;大气环境效率;协同治理;测度;影响因素 V Abstract As one of the basic strategic resources for economic and social development, the atmospheric environment is directly related to the smooth operation of the society and the sustainable development of the economy. The related impact is extensive and far-reaching. At present, China's air pollution situation is grim, especially in the Beijing-Tianjin-Hebei region, where the phenomenon of “haze on all sides” has intensified and severely disrupted the order of production and life. The emergence of this situation is ultimately caused by the imbalance between economic growth and atmospheric environmental protection. Atmospheric environmental efficiency can measure the degree of coordination between economic value created by economic activity units in the production process and the atmospheric environment, reflecting the balance between economic development and atmospheric environmental protection. The coordinated management of the Beijing-Tianjin-Hebei region has become a major national strategy. The Beijing-Tianjin-Hebei region should strengthen technical, economic, and cultural exchanges, jointly break through the bondage of sustainable development, and achieve coordinated development. Therefore, combining the strategic background of collaborative governance with the theme of atmospheric environmental efficiency has important theoretical and practical significance. Firstly, the paper summarized the related theories and empirical research results of collaborative governance and environmental efficiency, and concluded that focused on the topic of atmospheric environmental efficiency had certain academic value. Secondly, the paper analyzed the reality of atmospheric environment and its governance in Beijing-Tianjin-Hebei region. The conceptual model of factor flow and regional economic development was constructed, and the logical relationship of the paper was clarified, which laid the foundation for the following research. Under the full understanding of the theory and the reality of the Beijing-Tianjin-Hebei region, the paper measured the atmospheric environmental efficiency of the Beijing-Tianjin-Hebei region from a static perspective and a dynamic perspective and further explored the synergy of atmospheric environmental efficiency within the region based on the relevant data of 13 cities in Beijing-Tianjin-Hebei region from 2006 to 2016. Finally, the paper constructed a Tobit regression analysis model to explore the key factors affecting the atmospheric environment efficiency of the VI Beijing-Tianjin-Hebei region, and proposed targeted countermeasures for the research results. The empirical results showed that the atmospheric environmental efficiency level in the Beijing-Tianjin-Hebei region was low, with an average of 0.621. Under the dual effects of technological advancement and technological efficiency improvement, the atmospheric environment efficiency increased by 0.7% annually; the synergy degree of atmospheric environmental efficiency in the Beijing-Tianjin-Hebei region changed from high to low in the study interval, and regional differences increased; economic scale, external openness, new energy penetration rate and infrastructure factors had a significant positive effect on atmospheric environmental efficiency. Industrial structure and technological progress had a significant negative impact on atmospheric environmental efficiency.
