区域创新环境对创新绩效影响的区域差异及趋势研究 ABSTRACT Nowadays, technological innovation has become a decisive factor for regional economic development and competitiveness improvement. The improvement of regional technological innovation capability is inseparable from a perfect innovation environment. A good and reasonable regional innovation environment system is the basic guarantee for improving innovation performance. Due to the outstanding problems of uneven development among provinces and cities in my country, and the different advantages and disadvantages and resource endowments in different regions, the efficiency of the innovation environment on innovation performance is different, and the regional differences are significant. This paper incorporates economic level, infrastructure, human capital, market demand, science and technology, and government support into the efficiency measurement index system of the impact of the innovation environment on innovation performance, and applies the SBM model to the technology of 30 provinces and cities in China. Evaluate the innovation efficiency in two stages of R&D and achievement transformation, and use the K-Means cluster analysis method to divide 30 provinces and cities into high R&D high conversion, low R&D high conversion, high R&D low conversion and low R&D low conversion At the same time, the regional differences of the four major plates in the eastern region, the central region, the western region and the three northeastern provinces are combined for a deep analysis of regional differences. Then, build a system dynamics model of the impact of innovation environment on innovation performance based on regional differences, select different types of cities with significant regional differences: Beijing, Tianjin, Heilongjiang and Shanxi provinces as research objects, and perform corresponding simulation analysis . Finally, combined with regional differences and trend development laws, suggestions are given to improve the innovation performance of the innovation environment. The results show that there are significant regional differences in my country. The research and development efficiency of the innovation environment in the eastern and northeastern provinces on innovation performance is higher than that in the central and western regions; the conversion efficiency of the innovation environment in the central and eastern regions on innovation performance is higher than that in the western and northeastern provinces. Moreover, the output of scientific and technological achievements in most provinces continued to increase from 2011 to 2030, and different regional innovation environment elements have different roles in the efficiency of the innovation environment's impact on innovation performance. Through the analysis of the efficiency relationship between the factors of regional innovation environment and innovation performance from the perspective of input-output, regional differences, and equilibrium, this paper provides a new perspective for the study of regional innovation environment, and the innovation with the participation of the established regional innovation environment The simulation model of the change trend of the region with different performance provides theoretical guidance for government regulation to a certain extent.
