随着区域城市化和工业化迅速发展,黄河流域面临着自然资源过度开发、生态环境 脆弱,传统产业转型升级步伐滞后,经济发展内生动力不足以及流域内经济发展不平衡、 不充分等问题,经济发展与生态环境的矛盾日益尖锐。在资源环境约束条件下,降低产 业污染排放,推动产业绿色发展,是经济发展主流趋势。黄河流域作为新时期我国经济 发展的战略支撑带,其产业绿色发展对推动我国经济高质量发展意义重大。由于区域间 生态环境、产业结构、自然资源存在明显的差异性,如何科学地测度产业绿色发展效率, 根据影响因素的空间异质性,对各地区实施差别化管控策略,助力黄河流域产业绿色发 展,具有重要的现实意义。 本文以2009-2018为研究期,利用Super-SBM模型、探索性空间数据分析及地理加 权回归模型,对黄河流域沿线57个城市的产业绿色发展效率进行测算,了解其时空演 变规律、检验其空间相关性,并探索影响因素的空间异质性。研究结果显示:第一,黄 河流域沿线城市产业绿色发展效率整体不高,流域上中下游之间、各省份之间、各城市 之间存在较大差异,其空间分布整体上呈现出连片状,表现为黄河“几”字湾的外部的 效率明显低于其内部。第二,黄河流域沿线城市产业绿色发展效率存在明显的正向空间 自相关性;冷、热点区的空间集聚较显著,且存在明显的时空变化,为利用地理加权回 归模型从空间视角探讨影响因素的空间异质性提供研究基础。第三,经济发展水平和产 业结构的正向影响由“上-中-下游”逐渐增强;工业化水平的负向影响表现为由西北向 东南递减;城镇化水平的负向影响表现为右岸强于左岸;开放水平的负向影响表现为以 黄河流域中游为中心的圈层式递减;科技创新水平和人口规模的影响在空间上存在正负 两种效应。基于研究结果,从转变经济发展方式、调整优化产业结构、推进工业绿色转 型、注重城镇化发展质量、构建绿色创新体系、打造沿黄开放高地、提升人口集聚水平 方面提出黄河流域沿线城市产业绿色发展效率提升策略。 关键词:产业绿色发展效率;时空异质性;GWR;黄河流域沿线城市;提升策略 II ABSTRACT With the rapid development of regional urbanization and industrialization, the Yellow River Basin is facing problems such as over-exploitation of natural resources, fragile ecological environment, lagging in the transformation and upgrading of traditional industries, insufficient endogenous power for economic development, and unbalanced and insufficient economic development in the basin. The contradiction between development and the ecological environment is becoming increasingly acute. Under resource and environmental constraints, reducing industrial pollution emissions and promoting green industrial development are the mainstream trends in economic development. The Yellow River Basin is a strategic support belt for my country's economic development in the new era, and its industrial green development is of great significance to promoting the high-quality development of my country's economy. Due to the obvious differences in ecological environment, industrial structure and natural resources between regions, it is of great practical significance to scientifically measure industrial green development efficiency, implement differentiated management and control strategies for various regions according to the spatial heterogeneity of influencing factors, and help the green development of industries in the Yellow River Basin. This paper uses the Super-SBM model, exploratory spatial data analysis, and geographically weighted regression model to measure the industrial green development efficiency of 57 cities along the Yellow River Basin during the study period of 2009-2018, to understand its temporal and spatial evolution and test its space relevance, and explore the spatial heterogeneity of influencing factors. The results of the study show: First, green industrial development efficiency in cities along the Yellow River Basin is not high, and there are large differences between the upper, middle and lower reaches of the river basin, between provinces, and between cities. The overall spatial distribution shows a contiguous shape, showing that the efficiency of the exterior of the "ji" bay of the Yellow River is significantly lower than that of the interior. Second, there is an obvious positive spatial autocorrelation in the industrial green development efficiency of cities along the Yellow River Basin. The spatial III agglomeration of cold and hot spots is more significant, and there are obvious temporal and spatial changes. This provides a research basis for using geographic weighted regression models to explore the spatial heterogeneity of influencing factors from a spatial perspective. Third, the positive influence of the level of economic development and industrial structure has gradually increased from "upper-middle-downstream". The negative impact of industrialization level is decreasing from northwest to southeast. The negative impact of urbanization level is manifested as the right bank is stronger than the left bank. The negative impact of the level of openness is a circular decline centered on the middle reaches of the Yellow River Basin. The impact of science and technology innovation level and population size has positive and negative effects in space. Based on the research results, we propose strategies to improve industrial green development efficiency in terms of transforming the economic development mode, adjusting and optimizing the industrial structure, promoting the green transformation of industry, focusing on the quality of urbanization development, building a green innovation system, creating open highlands along the Yellow River, and increasing the level of population agglomeration.
