党的十八大召开以来,以习近平同志为核心的新一代党中央从国内与国外两个发 展大格局大趋势出发,科学统筹经济建设和国防建设,将军民融合战略提升为国家战 略,提出要深入实施军民融合深度发展战略,这既是兴国之举,又是强军之要。如何 把握党中央、习主席关于军民融合深度发展的重大战略思想,把军民融合深度发展战 略在更高层次、更广范围、更深程度上落到实处,在富国与强军的伟大实践中助推中 华民族伟大复兴梦想早日实现,是一个非常现实、非常紧迫的实践课题。这其中,军 民科技融合作为军民融合的重中之重与关键所在,我国虽然取得了一定意义上的探索 成果与实践经验,探索出了部分行之有效的制度机制,但仍然存在着一些亟待解决的 体制性障碍、政策性问题、结构性矛盾,在一定程度上影响与制约了军民科技融合向 全要素、多领域、高效益的深度融合发展态势与发展格局迈进。针对当前军民科技融 合中存在的矛盾问题,制定科学规范的法规制度,拿出具体可行的措施办法,是在新 时代新形势下深入推进军民融合战略的当务之急与重中之重。 空气动力学作为事关国家安全与发展战略的重要技术科学和基础性科学,因其具 有“军民两用、军民共享”的天然属性,已经成为军民科技融合中实践性最强、最活 跃的领域之一。而C中心作为唯一的国家级气动中心,肩负着气动报国、气动强国的 历史重任,其发展壮大的历史,就是一部服务国民经济建设、军民融合协调创新发展、 军民科技融合发展的历史。深入贯彻落实国家军民融合深度发展战略,既是C中心更 好地服务国防建设与国民经济建设的一贯追求与重要举措,也是提升与释放C中心科 技创新活力、实现长远高质量发展的必由之路。尤其是在国家经费投向投量相对集中 的情况下,更应该在军民融合尤其是军民科技融合深度发展中,充分利用自身设施配 套齐全、人才队伍强大、科研能力突出、成果专利丰硕等独特优势,以及不可替代的 国家中心地位,探索形成具有鲜明特色的军民科技融合发展模式并取得丰硕成果,有 效发挥示范引领作用。这既是回报党中央、习主席关怀厚爱的务实行动,也是C中心 作为空气动力学领域“国家队”的职责所系、使命所在,必须要高标准高质量高效益 抓好贯彻落实。 鉴于此,本文聚焦于C中心在空气动力学领域的军民科技融合展开研究,目的在 于运用战略相关理论及分析工具,对C中心的军民科技融合现状进行综合分析,为C 中心及同类型单位深入开展军民科技融合能够采取的战略提出兼具参考性与可行性的 建议。论文首先从战略、发展战略及军民融合、军民科技融合等基本概念及与此相关 的基础理论出发,通过对比研究国内外开展军民融合尤其是空气动力领域军民科技融 合的探索与实践,在理清国内外开展军民科技融合发展现状与矛盾问题的基础上,运 用PEST模型分析法,综合分析C中心开展军民科技融合发展的外部环境,摸清找准C 中心开展军民科技融合发展的现状及面临的矛盾问题;再运用SWOT分析法,分析C中 II 心在开展军民科技融合发展进程中面临的优势、劣势、机遇、威胁因素,并从法规制 度、思想观念、人才建设、科学管理、发展规划等方面入手,为C中心开展军民科技 融合发展提供战略选择。最后,在综合分析的基础上,结合C中心的实际情况与发展 规划,提出C中心开展军民科技融合发展的战略目标及建议措施。 C中心正面临着国家大力发展与推进军民融合发展战略的战略机遇期,通过充分发 挥自身优势特长,结合高标准完成各类型号试验任务与研究任务,推进空气动力学相 关领域军民科技融合的创新实践大有可为,从而更好地为国民经济建设与国防武器装 备研制服务,为强国梦强军梦注入强大动力。 关 键 词:军民科技融合;PEST分析;SWOT分析;发展战略 论文类型:研究报告 III ABSTRACT Since the 18th national congress of Chinese Community Party, starting from the two major development patterns and trends at home and abroad, the new generation of CCP with president Xi Jinping as the core scientifically coordinates economic construction and national defense development, and upgrades the civil-military integration strategy into a national strategy. This is an act of rejuvenating the country, and it is also the key to building a strong army. How to grasp the major strategic thoughts of the CPC Central Committee and President Xi on the in-depth development of the civil-military integration strategy? How to put the civil-military integration into practice at a higher level, a wider range and a deeper level? How to promote the early realization of the dream of the great rejuvenation of the Chinese nation? It is a very realistic and urgent practical topic. Among them, the civil-military science and technology integration is the most important and key part of the civil-military integration. Although China has achieved some exploration results and practical experience, and explored some effective institutional mechanisms, there are still some institutional obstacles, policy problems and structural contradictions that need to be solved, which to affect and restrict deep development of all factors, multi fields and high efficiency of the civil-military science and technology integration. In view of the contradictions existing in the civil-military science and technology integration, it is an urgent and most important task to formulate scientific laws and regulations and feasible measures in order to promote the civil-military integration in the new era and new situation. As an important technical science and basic science related to national security and development strategy, aerodynamics has become one of the most practical and active fields in the civil-military science and technology integration because of its natural attribute of “Dual use and sharing of civil and military”. As the only national level aerodynamics center, C center shoulders the responsibility of serving the country and strengthening the country by aerodynamics. The history of its development and expansion is a history of serving national economic construction, coordinated innovation and development of civil-military integration. It is an important measure for C center to better serve national defense construction and national economic construction to thoroughly implement the national civil-military integration in-depth development strategy. It is also the only way for C center to enhance and release the vitality of scientific and technological innovation and achieve long-term high-quality development. Especially when the national funds are relatively concentrated, C center should make full use of its unique advantages such as facilities, talent team, outstanding scientific research ability, abundant achievements, as well as the irreplaceable national center position in the deep development of civil-military integration. C center should explore and form a civil-military science and technology integration IV development model with distinctive characteristics and achieve fruitful results, so as to effectively play a leading role. This is not only a practical action to repay the care and love of the CCP and President Xi, but also the responsibility and mission of C center as the "national team" in the field of aerodynamics. C center must implement it with high standards, high quality and high efficiency. In view of this, this paper focuses on the research of C center's the civil-military science and technology integration in the field of aerodynamics. The purpose is to comprehensively analyze the situation of the civil-military science and technology integration in C center by using relevant strategic theories and analysis tools, and to put forward suggestions with reference and feasibility for C center and other similar units. First of all, based on the basic theory and the current situation and contradictions of the civil-military science and technology integration, through the comparative study of the exploration and practice of civil-military integration at home and abroad, especially in the field of aerodynamics, this paper uses PEST analysis method, analysis the external environment, and find out the situation and contradictions of C center when it develops the civil-military science and technology integration. Then, the SWOT analysis method is used to analyze the advantages, disadvantages, opportunities and threats faced by C center in the development process of civil-military science and technology integration, and to provide strategic options for C center in the development of civil-military science and technology integration from the aspects of laws and regulations, ideas, talent construction, scientific management, development planning, etc. Finally, on the basis of comprehensive analysis, combined
