二十一世纪能源问题是国家经济发展过程中密切关注的问题。要想充分掌握 能源利用的数据就必须大力发展能源信息化。而能源数据采集与分析又是能源信 息化的一个重要部分。它对国家能源统计、企业能源审计、企业能效分析、政府 用能监测管理、居民用能信息化等过程中起到重要作用。本文就是基于这些能源 数据的重要作用,结合公司资源优势而提出的可行性研究项目。 本项目的目的是为企事业单位提供运行过程中能源利用的数据服务。即为政 府、企事业单位以及能源运营企业提供有偿的能源数据分析和咨询服务。利用公 司现有的对技术及渠道资源的积累,收集和积累各行各业的能源使用中的即时和 累计数据,通过横向的(行业数据)、纵向的(以往的历史数据)分析比较,为企 业提供自动化的格式化的能源数据,并提供能效方案及能效咨询,为政府提供能 源宏观及微观数据,为用能居民提供自动化的用能抄收服务等。 本文的研究方法是利用项目论证与评估的理论和营销理论,结合深入实际的市 场调研。充分论证了该能源数据服务项目的可行性。 关键词,能源数据服务 服务性外包业务 财务分析 产品方案规划 技术方案 项目风险ABSTRACT Energy source of 21 st centure is a high attention issue during the process of national economic development.
