II 摘要 在石油经济日益发展的今天,油气集输已经成为国家石油战略的重要部分,如何才 能更好的控制石油和天然气的集输运营成本进而提高经济效益,是本文油气集输管理改 进措施的目标和方向。本文通过对典型的中石油管理的 DQ 油田采油二厂油气集输 N2 联合站进行分析,从联合站油气集输系统中的集输过程管理、低碳节能降耗管理、处理 过程中的环境风险及人员管理、系统效率管理四大方面入手,分析地面工艺及人员和环 境管理中的不足,进而制定出管理改进措施。 论文主要分成四部分,第一部分介绍了油气集输系统管理的研究背景、研究目的与 意义,总结了近年来国内外学者大量的相关研究文献,确定了论文的研究思路及结构; 第二部分详细阐述了目前 N2 联合站内油气集输系统的运行以及管理情况;第三部分对 N2 联合站油气集输管理中存在的问题进行了一系列的分析,N2 联合站目前缺少环境风 险管理模型和低碳经济的节能降耗管理体系,在地面工艺流程方面也有很大的改进空间; 第四部分针对于 N2 联合站的油气集输系统中的集输过程中存在的问题、低碳节能降耗 管理中存在的问题、处理过程管理中存在的问题以及系统效率管理中存在的问题制定出 了油气集输相关的管理改进措施。其中在集输过程管理中提出了油气集输系统工艺的改 进建议,在低碳节能降耗管理方面提出了提升全员低碳节能意识、让全员参与低碳节能 分析的管理改进建议,并制定出了一系列的相关管理改进措施。在处理过程管理中建立 了环境风险管理体系,提出使风险识别常态化,并不断更新风险体系内容的建议,制定 了全员经营、自我管理的管理体系模式。在系统效率管理中提出了油气集输相关设备的 管理改进建议。 关键词:联合站;油气集输;油气集输管理东北石油大学 MBA 学位论文 III ABSTRACT With the increasing development of petroleum economy, oil and gas gathering and transportation has become an important part of the national oil strategy. How to better control the cost of oil and natural gas gathering and operation and thus improve economic efficiency is the goal and direction of improving the management of oil and gas gathering and transportation in this paper. This paper analyzes the N2 Combined Station of NO.2 oil production plant in DQ oil field, which is a typical CNPC management. Starting from the four aspects of gathering process management, low-carbon energy conservation and consumption reduction management, environmental risk management and personnel management in processing, and system efficiency management in the oil and gas gathering and transportation system of the combined station, the paper analyzes the deficiencies in ground technology and personnel and environmental management. In turn, management improvement measures are formulated. The paper is divided into four parts. The first part introduces the background, purpose and significance of the research on oil and gas gathering and transportation system management. The second part simply describes the operation and management of the current oil and gas gathering and transportation system in the N2 combined station. The third part analyzes the problems in the management of oil and gas accumulation and transmission in N2 combined station. At present, the N2 combined station lacks the environmental risk management model and the energy saving and consumption management system of low-carbon economy, and there is also a lot of room for improvement in the ground process. The fourth part focuses on the problems in the oil and gas collection and transportation system of N2 combined station, the problems in the management of low-carbon energy saving and consumption reduction, the problems in the management of the processing process, and the problems in the system efficiency management, formulate the relevant management system. In the process of collection and transmission management, some suggestions for improving the technology of oil and gas collection and transportation system are put forward. In the low carbon energy conservation and consumption reduction management system, all of them participate in low-carbon energy conservation analysis by raising the low-carbon consciousness, and a series of related management system measures are formulated. In theABSTRACT IV process of handling management, the establishment of an environmental risk management system is proposed, risk identification is normalized, and the content of the risk system is constantly updated, and a management system model of full management and self-management is proposed. In the system efficiency management, suggestions for improving the management of oil and gas gathering and transmission equipment are made.
