国家当前非常重视农村的建设，有关文件指出要完善强化支农政策，建设现代农 业，稳定发展粮食生产，积极调整农业结构，加强基础设施建设，同时加强农村民主 政治建设和精神文明建设，加快社会事业发展，推进农村综合改革，促进农民持续增 收，确保社会主义新农村建设有良好开局。 加强乡村的基础设施建设，对于促进农村城市化进程，促进乡村经济发展和农民 收入水平的提高，进而改善农村对外形象，促进招商引资的顺利进行，都是很有必要 的。同时，试点村的建设对“新农村”的建设起着宣传、示范、引导的作用。 本文在积极响应国家政策方针前提下，提出了农村基础设施建设可行性研究方 案。依据建设性项目的可行性研究理论框架，本文在对国内外相关文献研究总结综述 的同时，对北京市平谷区进行了实地走访调查，根据当地农村的实际情况对北京市平 谷区市级新农村试点村村内道路工程建设项目进行了可行性研究，提出项目建设的具 体的建议。 关键词，工程项目；可行性研究；平谷区；村内道路Abstract At present, the country attaches great importance to rural development, some document pointed out that we need to improve and strengthen policies for supporting agriculture, construct modern agriculture, and stable development of grain production and actively adjust the agricultural structure, strengthen infrastructure construction and the building of rural democracy and spiritual civilization construction, in order to speed up the development of social undertakings, promote rural reform, make the promotion of farmers continued to increase, to ensure that the building of new socialist rural areas have a good start.
