重钢集团环保搬迁工程将解决自身结构优化问题，有效改善重庆市主城区的环境 质量。在搬迁过程中，整合重组周边其他小型钢铁企业，促进全市统一对高能耗、高 污染的小钢铁企业的关停和淘汰工作，并在环保搬迁过程中实施原材料战略调整，改 善高炉入炉品种，拟采用先进的技术和装备，努力提高对重庆市内和周边地区低品位 铁矿石的利用率。钢铁物流的建设是整个钢铁企业发展战略最重要的一部分。环保搬 迁后的重钢物资运输规划将是重钢未来发展的一个重要的战略规划子项，在铁路、公 路和水路三种运输方式中，大渡口老生产区铁路运输占据着较大的比例，在重钢江南 新区未来的大规模生产经营中，铁路运输仍然是最主要的运输方式。 本文研究将一些项目管理的知识引入到可行性研究的内容里来，帮助企业建立完 善的较全面系统的可行性分析框架。文章根据重庆市的发展规划和经济发展速度，对 钢材消费需求等相关因素进行综合预测，重庆钢材需求量将保持稳定增长，重钢面临 西部大开发和这次市政府支持环保搬迁的契机，对公司建设铁路物流运输枢纽的必要 性进行了分析和阐述。对公司的发展市场进行了分析，分析结果表明，重钢有较好的 市场竞争优势，其产品有良好的市场前景，面对良好的发展机遇，建设一个先进的铁 路运输枢纽，是保证生产的连续，提高原材料的利用效率，降低生产和运营费用，满 足多样化市场需求的有力保证。 根据重钢江南新区的地理位置和实际发展规划，报告提出了三种建设方案，贯彻 “实用、适度超前和节约”的基本原则分析了三种方案的优缺点，给出了一种推荐方 案，且根据推荐方案进行了投资估算和融资方案分析；通过财务敏感性分析发现，项 目对于价格的变化比生产能力的变化更敏感；对项目的风险性进行了分析，并根据风 险性因素发生的可能性大小及对项目的影响程度对本项目面临的风险进行了分类，对 市场风险、人才风险、经营风险等较大风险以及严重风险中给出相应的应对措施。综 合考虑以上因素，本项目建设是必要的，经济上是合理的，技术上也是可行的，其建 设经验可作为其他相关企业建设的参考。 关键词，物流，铁路，可行性研究，重钢江南新区III Abstract The environmental move of Chongqing iron & steel Co.LTD (CISDI) will address structural optimization problems and improve main urban environmental quality effectively. During the removal process, it integrated, reorganized and promoted to shut down some small steel companies of high energy consumption and pollution. In addition, it adjusted and improved the structure of raw materials, applied advanced techniques and technology, which will improve the utilization efficiency of low-grade iron ore. The construction of steel logistics is the most important part of the development strategy of iron and steel enterprise. Therefore, the planning of material transport will be a crucial one of Chongqing iron & steel Co.LTD (CISDI) after the relocation. In the past, rail delivery occupied a larger proportion than roads and waterways, and it will still be the main course of transport in the future planning of CISDI new plant in Changshou. This paper will introduce a large amount of knowledge about project management to the contents of the feasibility study which is helpful for enterprises to establish and improve the feasibility of a more comprehensive and systematic analytical framework. According to the development plan of Chongqing and economic growth, this article will make a comprehensive forecast on consumer demand for steel and other related factors. The steel demand in Chongqing will remain stable growth because of the Western Development and relocations supported by the government. In order to catch these development opportunities, Chongqing iron & steel Co.LTD (CISDI) analyzed the necessity of the construction of railway logistics center and the prospects of the company. The results showed that: Chongqing iron & steel Co.LTD (CISDI) has a better competitive advantage because its products have good market prospects.Facing such good opportunities, Chongqing iron & steel Co.LTD (CISDI) resolved to build an advanced railway logistics center to ensure continuous production and improvement of the efficiency of raw materials utilization and lower production and operating costs, which are the effective gurantee for meeting the diverse needs of the market. According to the company's geographical location and the actual development plan, CISDI put forward three programs. Based on the basic principles of “practical, appropriate advance and economical”, CISDI analyzed the advantages and disadvantages of three options and adopted one of them at last, then invested the adopted program and made financial analysis on it. Through the analysis of financial sensitivity, it seemed that the project is more sensitive to the varity of price than to the varity of production capacity. It isIV necessary to analyze the risk factors of project and classify the risk factors into different categories according to their possibility of occurance and their impact on the project. In this way, the risks were classified into serious risk, such as market risk, human resources risk and operating risk, and catastrophic risk and all the risks have been given the appropriate responses. Considering the above factors, the project is necessary and economically reasonable, technically feasible, and its experience during the construction process can be used as as a reference for other companies.
