摘要
受国家正在实施“去产能”和环境污染问题影响，国内煤电市场趋势将长
期向下，以电站设备制造为主的HB企业，将面临更加严峻的国内市场形势；
而随着国家“一带一路”战略的持续推进，HB公司通过走出国门去参与国际
市场，也面临着新的发展机遇。HB公司能否通过更有效的质量管理，进一步
降低产品成本，提升产品质量，将直接关系企业到参与市场竞争的成败及未来
的可持续发展
本文主要针对HB公司全面质量管理现状进行研究，首先，通过查找国内
外文献，了解质量管理在企业的发展历史，国内外对于质量管理的研究现状，
国内质量管理的发展现状及存在不足等；其次，通过借助图形、表格等工具对
HB公司近年质量问题数据进行分析，对典型案例进行剖析，揭示HB公司质量
管理现状，分析其近年全面质量管理实施的效果及存在问题；再次，结合HB
公司质量管理中存在的问题，通过访谈、归纳总结等方式，多角度分析HB公
司质量管理存在问题的形成原因，最后，结合国内外对于全面质量管理的先进
研究成果，针对已查找的质量问题的形成原因，有针对性地提出HB公司全面
质量管理体系的优化方案，并对优化后的全面质量管理体系的实施提出进一步
的保障措施
希望通过这一案例的研究，为像HB公司这样的国有企业的质量管理的改
进和提升提供有益借鉴，助力当前及今后一段时间正在推进的国企改革及企业
“走出去”战略，为中国企业的质量管理水平再上新台阶贡献绵薄之力

ABSTRACT
Influenced by addressing overcapacity and environmental pollution problems,
coal and electricity market trend in China will be downwards for a long time. With
the continuous advance of China’s Belt and Road strategy, HB company is also
facing new development opportunities through out of the country to participate in
the international market.HB manufacturers, focused on power-station apparatus,
will be faced with worse market environment. So there are three elements, namely,
more efficient quality management, lower product cost, better product quality,
which are critical for market participants desiring to win.
The dissertation is focused on the topic of quality management of HB
enterprise. Firstly, by looking up domestic and foreign literature, to reveal
development history, the current research situation of quality management both at
home and abroad, the current situation and shortcomings of domestic quality
management.Secondly, by using graphics, forms and other tools, we analyze the
quality problem data of HB company in recent years, analyze typical cases,reveal
the quality management status of HB company, and analyze the effect and problems
of TQM implementation in recent years. Thirdly, problems and its origin in the
process of quality management for HB, will be figured out, by combination of
different research methods, like interview, files analysis. Finally, combination of
domestic and foreign advanced research results for total quality management,
reasons for quality problems have been searching, puts forward the optimization
scheme of quality management system of HB company and the measures to ensure
the further implementation after optimization.
What is the intention of this paper, is to provide some instrumental advice over
quality-management enhancement for State-owned enterprises, like HB, so as to do
some favor for the reform of state-owned enterprises within present and some long
time.
