摘要:改革开放以来,我国的房地产开发行业迅猛发展,成为推动我
国国民经济发展的重要力量。然而,伴随着商品房供求数量快速增长
的同时,商品房却因建设质量问题而引发越来越多的怀疑〃和不信
任。商品房是房地产开发企业的主要产品,解决好商品房质量问题,
既是房地产企业应尽的社会责任,也是房地产幵发企业健康持续发展
的基础,更是房地产幵发企业提升自己核心竞争力的必由之路。商品
房建设质量管理体系是房地产企业进行商品房建设质量管理的基础,
直接决定了商品房建设过程中质量管理活动的成效。本文从房地产幵
发企业的角度出发,以国泰海德花园商品房开发项目为例,运用全面
质量管理理论对商品房质量管理体系进行了深入研究。
本研究目的在于:1)对国泰海德花园商品房建设质量管理体系进
行检讨,发现其中存在的问题,分析产生问题的原因,并提出相应对
策和持续改进建议;2)促进国泰集团强化质量管理意识,完善质量管
理体系;3)总结该项目的质量管理经验和教训,统一国泰内部质量观
念;4)促进国泰的资源整合系]质量管理流程再造,重视企业管理机制
的持续改进能力和保证能力。
本文首先给出了研究的背景、意义、方法、工具和研究的思路,
接着对相关的概念进行了界定,对全面质量管理、IS9000质量管理理
论进行了回顾;接着,描述了海德花园商品房建设质量管理体系现状,
指出该体系所存在的问题;随后,对所存在的问题进行深入剖析,并
针对存在的问题给出了优化措施和具体实施方案;最后,文章得出结
论,要管理好海德花园商品房建设质量,国泰集团必须从全局的高度
看待商品房建设质量管理,不断完善商品房建设质量管理体系,并加
大质量管理方针的执行力度。

Quality management system optimization research of Guotai

ABSTRACT: Since reforming and opening , China's real estate industry
development rapidly and become an important force to promote China's
economic. However, with the rapid growth in the number of housing
supply and demand , because of the quality problems, real estate caused
by a growing number of suspects ’’ anddo not trust Housing is real
estate companies' main products . Solve housing quality problems, is the
responsibility to social, the foundation for enterprises to healthy and
sustainable development , the only way for enterprises to enhance their
core competitiveness of real estate enterprises. Quality management
system is the basis of quality management,directly determines the
effectiveness of the management activities . From the perspective of the
real estate enterprises to Guotai Haide Garden real estate development
projects , for example, the use of total quality management theory of
quality management system for real estate in-depth research .
Aims to : 1) On the Haide Garden housing construction quality
management system for review , to found the system' problems , analyze
causes of the problems and propose appropriate measures and continuous
improvement suggestions ; 2) To promote the Guotai Group, strengthening
quality management awareness, improve the quality management system ;
3) Summarizes the quality of the project management experience and
lessons learned , the concept of a unified internal quality Guotai; 4) To
promote the integration of resources and quality of Guotai management
process reengineering, attention to corporate governance mechanisms to
ensure continuous improvement capability and capacity .
This paper first gives the idea of the background , significance ,
methods, tools and research,and then to the relevant defines the concept
of TQM and IS9000 theory were reviewed ; then describe the quality of
housing construction Haide Gardens situation management System ,
pointed out the problems of the system ; subsequently, the problems
in-depth analysis, and given the problems for optimization measures and
specific embodiments ; finally, the article concludes , to manage Haide
gardens quality of housing construction,housing construction must be
viewed Guotai Group from the overall height of the quality management,
and constantly improve the quality of commercial building management
systems , and increase enforcement of quality management approach.
