论文首先介绍了国内外关于企业绩效管理的理论研究现状,重点介绍了绩效、绩效
管理、全员绩效管理体系的相关概念以及在绩效管理中采用的平衡计分卡和关键绩效指
标两种方法。其次,采用问卷调查法和访谈法对江苏省 GYQ 供电公司的绩效管理现状
进行实际调查与分析,得出公司绩效管理不足的的原因。第三,制定出 GYQ 供电公司
的总体战略目标并运用 SWOT 对公司所面临的内外部环境与机会和威胁进行全面分析
之后,运用平衡计分卡将公司的总体战略分解为四个维度的战略目标,并在每个维度设
计关键绩效指标体系并运用到公司级、部门级员工的绩效考核中,提出了公司级、部门
级和员工的绩效考核与实施方法,制定了绩效考核的实施流程以及完善了考核结果的应
用。第四,从高层管理者提高重视、建设绩效管理保障团队、加强沟通与监督、实施过
程管控、构建高效透明的信息平台五个方面提出了进一步完善 GYQ 供电公司绩效管理
体系实施的保障措施

Research on the Full Performance Management System of GYQ
Power Supply Company in Jiangsu Province
ABSTRACT
WIth the reform continuously being promoted, power supply enterprises are facing more
and more intense market competition and their monopoly status has gradually been threatened.
Performance management of power supply enterprises is imminent. Jiangsu GYQ power
supply company is a county-level power supply company, at the end of the national grid, is a
most basic power supply enterprises and a solid foundation for the formation of the power
grid system. From the GYQ power supply company&39;s current performance management
system, the company has only a relatively simple performance appraisal method,and it mainly
sets up some simple financial indicators,safety indicators and spiritual indicators.The results
of performance appraisal is only used as a reference of the allocation of staff pay and it is not
fed back to the performance management process. It can not be timely summary and
correction of the problem and it can not really effectively improve the company&39;s performance
management level.In order to adapt to the reform of the power enterprise system, GYQ power
supply company should actively change the current simple performance appraisal model and
forms a complete performance management system.
Firstly this paper introduces the current situation of theoretical research on enterprise
performance management and introduces the related concepts of performance, performance
management, performance management system and the balanced scorecard and key
performance indicators adopted in performance management.Secondly, the questionnaire
survey and interview method are used to investigate and analyze the performance
management of GYQ power supply company in Jiangsu Province, and the reason of the lack
of performance management is obtained. Third, to develop the GYQ power supply company&39;s
overall strategic objectives and to conduct a comprehensive analysis with the use of SWOT
on the company&39;s internal and external environment and opportunities and threats. Afterwards,
the Balanced Scorecard is used to decompose the overall strategy of the company into four
dimensions. The key performance index system is designed and applied to the performance
appraisal of the company and departmental staff in each dimension. Departmental and staff
performance appraisal and implementation methods, developed a performance appraisal of the

the paper puts forward the safeguard measures to further improve the performance
management system of GYQ power supply company from the aspects of improving the
attention of senior management, building performance management support team,
strengthening communication and supervision, implementing process control and building
efficient and transparent information
