作为资金密集型行业代表,更多地采用在商业银行获取资金支持,与此同时
商业银行也承担了绝大部分的金融风险。银行如果对房地产开发贷款的风险
评估不到位、控制手段不得当,不但直接影响银行的资产质量,也不利于房
地产行业健康快速发展,同时还将阻碍我国经济持续发展的步伐。本文的目
的是为建行黑龙江省分行在房地产开发贷款业务的风险管理方面提供一定的
建议与参考,规避风险,保证资产,促进国民经济继续稳定增长
本文以建行黑龙江省分行作为研究对象,首先对国内外文献进行综述,
研究以往学者对商业银行房地产开发贷款风险的理论贡献,结合对建行黑龙
江省分行房地产开发贷款风险管理的现状及存在的问题,进行针对性的具体
分析。在现有的房地产开发贷款业务情况和信贷政策基础上,提出了还存在
信贷政策调整不及时、信贷业务流程有待完善等问题。在挖掘出贷款业务的
问题之后,提出了其房地产开发贷款风险的构成表现及影响因素分析,首先
是从信用风险、市场风险、操作风险和政策风险四个方面分析风险的构成,
然后分别从内、外部分析了风险的影响因素。最后相应的提出了建行黑龙江
省分行房地产开发贷款风险管理改进的对策与建议,包括信贷政策层面风险
防范对策、完善信贷业务流程、改进风险管理体系、重视客户经理队伍建设、
创新信用风险转移产品等
本文的研究运用了大量建行黑龙江省分行房地产开发贷款业务的相关数
据,和定性分析的文献资料法,基于理论结合实际的原则,对黑龙江省分行
房地产信贷风险管理进行了探讨,其研究结果对于建行黑龙江省分行乃至我
国其他商业银行在这一领域如何去识别风险、评价风险、分散和化解房地产
信贷风险给出了一些有益的建议

Abstract
Real estate industry has experienced a rapid development for more than ten
years, becoming new source of national economic growth gradually. It well
known that real estate industry is typical of capital-intensity, in demand of a
large amount of capitals. Today the vast majority real estate enterprises in China
have to choose commercial banks. Hence commercial banks have to bear most of
the financial risks. If banks fail to make an appropriate risk assessment, and
impose a strict management, this will not merely undermine the quality of bank’s
capital, but constitutes a barrier to the further development of real estate industry
and even the active development of national economy in China. The purpose of
this article is to provide some suggestions for China Construction Bank branch in
heilongjiang province in the development of real estate loan business of risk
management, to avoid risks, to guarantee asset, to promote the national economy
continues stable growth.
This thesis takes China Construction Bank Heilongjiang Branch as its
research. First of all, make a research of domestic and foreign literature review,
find the previous scholars contribution to commercial bank real estate
development loan risk theory. And combined with real estate development loans
risk management present situation and existing problems of CCB&39;s branch in
heilongjiang province, we put forward specific analysis. Based on the existing
real estate development loans business situation and credit policy, we proposed
that the credit policy adjustment is not timely, also existence needs to improve
the credit business process, etc. Then, four types of risks coming from credit,
market, operation and policy are discussed. The influential factors coming from
the internal and external will be analyzed. Lastly countermeasures and
improvement suggestions are listed with regard to the risk management of real
estate loan of China Construction Bank Heilongjiang Branch, including risk
prevention countermeasures on level of credit policy, improvement of credit flow,
improvement of risk management system, emphasis on team building of customer
manager and innovation of credit risk transfer products etc.

analysis of the literature review. Based on the principle of theory with practice,
in the end of this paper it gives some useful suggestions to CCB&39;s branch in
heilongjiang province and other financial institutions on how to identify risk,
evaluate risk, and reduce risk in the field of real estate credit.
