本文在广泛阅读国内外商业银行业务持续性管理和操作风险管理文献的
基础上,重点探讨了如何建立合理完善的建行黑龙江省分行业务持续性管理
体系的问题。首先,本文介绍了建行黑龙江省分行开展业务持续性管理的背
景和意义,以及国内外业务持续性管理研究的现状;其次通过对国际业务持
续性管理先进银行实践的总结,结合建行黑龙江省分行业务持续性管理现状,
指出了建行黑龙江省分行业务持续性管理的不足和缺陷,包括业务持续性管
理体系还不健全,相关政策制度体系亟需建立和完善,业务持续性管理文化
理念需要进一步培养,业务持续性管理方法和工具有待研究和开发,系统、
场地和人员的业务持续性预案需要加强和完善等,最后,针对建行黑龙江省
分行业务持续性管理存在的问题,提出了建行黑龙江省分行业务持续性管理
体系建设的整体规划,并对每阶段业务持续性建设的具体措施进行了阐述,
包括开展 31 个主要生产系统应急响应预案建设、核心业务系统(CCBS)的
过渡期灾难恢复预案建设、分步开展关键基础设施的业务持续性需求分析以
及识别相关设施面临的风险并制定关键资源恢复策略、推进业务持续性管理
的配套制度、软件工具的开发应用和信息库建设、将供应商、外联机构和外
联系统等纳入到全面业务持续性管理体系等措施,为全面提升建行黑龙江省
分行业务持续性管理水平提供了有益的尝试

Abstract
Heilongjiang branch as one of the most important branches of the China
construction bank co ltd. (CCB), the service of which has entered so many areas
such as politics, economy, everyday life, has taken social and economic
responsibility. Under the circumstance that more worldwide accidents occur and
make deep impacts, whether the CCB Heilongjiang branch’ function can maintain
secure and continued is widely concerned within the community. Therefore, it
becomes a key factor that the CCB Heilongjiang branch should set up a
functional management system against accidental events to keep its business
sustainable and practical.
The article argues how the CCB Heilongjiang branch is going to set up suc h
a system against accidental events to keep its business continuous and practical
on a comprehensive reading of domestic and foreign reports on continuous
management and operation risk of banking business. First, it introduces the
background and significance of the CCB Heilongjiang branch carrying out the
plan to build such a system and the present condition of research on that. Then
based on a summary of internationally active banks business continuity
management practices and the status quo on the CCB Heilongjiang Branch
building its business continuity management system, it points out the
shortcomings and deficiencies of Heilongjiang branch business continuity
management, including that business continuity management system is not
perfect, relevant policies and systems needs to be established and improved, the
business continuity management culture with the methods and tools waits for
further research and development, systems, location and employees, business
continuity plans needs to be strengthened. Finally, to solve the problems for the
Heilongjiang branch business continuity management system, it suggested to
make the overall planning of the building of business continuity management
system, and give concrete definition of measures and proposals on every stage of
system construction, including to carry out 31 major production systems, the
construction of emergency response plans, the core business system (CCBS) of
the transition period disaster recovery plans for the construction, to carry out the
