摘要
在国际经济政治环境变化复杂的情况下,银行作为现代金融活动的重要
媒介对于经济的影响力非常强,而经济活动又通过资产业务影响银行业的经
营发展。在我国国内生产总值增长持续放缓情况下,诸多国内银行纷纷寻求
转型,而转型的必要基础是一系列的组织架构设计调整。本文主要在综合国
内外有关银行组织架构搭建的理论基础上结合当前的经济环境和 PS 农商行
的实际情况,针对 PS 农商行转型社区银行的目标,为其具体设计相关的组
织架构,寻求理论与实际的结合达到有效提升企业效能的目标。目前的 PS
农商行组织架构中存在的各种问题成为了转型的巨大障碍,如组织架构与业
务发展目标不匹配,部门职能设置边界不清晰,员工分工不明确和员工新老
比例结构不合理等诸多问题。本文将通过方案设计一一解决相应的问题

首先本文将与组织架构相关的国内外研究情况和部分的重要理论进行了
整理,从中梳理出对于组织架构建设重要的理论与方法。然后对 PS 农商行
的现状进行分析评价,分别从法人治理层面和经营管理层面进行剖析,抽丝
剥茧的找出目前存在的实际的问题。进而联系组织架构构建理论与方法,建
立相应的原则体系,搭建整体思路的框架。最后从转型后的角度出发,针对
实际问题,出具具体的设计方案,以达到解决问题的目的。在银行业盈利水
平不断下降,竞争业态不断加剧的大背景下,小银行的发展日益艰难。本文
选择了一个规模较小的农村商业银行进行分析研究,力图通过实践联系理论,
理论指导实践来践行 MBA 学业中所学到的知识。与此同时更殷切的希望在
于它能够为整个行业的小银行提供一个切实可行的计划,为更多的小银行提
供一个借鉴的模板。从更宏观的角度来说,它可以给予其他行业一个组织架
构设计研究案例并在学术上丰富组织架构的理论研究

Abstract
Under the condition of the complicated international economic and political
environment changes, the bank as an important medium of the modern financial
activities for the influence of the economy is very strong, and economic activity
through asset business banking business development. Under the condition of
China&39;s gross domestic product(GDP) growth continues to slow, many domestic
Banks have sought to transformation, and transformation of the necessary
adjustment is based on a series of organizational structure design. In this paper,
we set up the comprehensive domestic and foreign relevant bank organization
based on the theory of combination of the current economic environment and the
actual situation of PS bank, community Banks for PS bank transformation goal,
for the specific organizational structure design, seek the combination of theory
with practice to enhance the efficiency of the target enterprise. The current PS
bank all sorts of problems that exist in the organizational structure become the
huge obstacle of the transformation, such as organization structure and business
development goals do not match, department functions set boundary is not clear,
division of labor is not clear and the proportion of employees new and old
employees structure is not reasonable, and many other problems. This article
through the design one by one to solve the corresponding problems.
First of all, this article will research situation at home and abroad related to
organizational structure and part of the important theory, To tease out important
theory and method of the construction of organizational structure. And then
analyzes the status quo of PS bank evaluation, respectively, from the aspect of
corporate governance and analyzes the operation and management level, find out
the practical problems existing in the whole. Then contact structure constructing
theory and method, set up corresponding principle system, builds the framework
of the overall train of thought. Finally from the perspective of transformation, in
view of the practical problems, issued by the specific design scheme, in order to
achieve the purpose to solve the problem. Declining profitability in the banking
industry, the competition forms the backdrop of the deepening, the development
