由于公共文化设施建设拥有较长的周期和较大的投入,因而参与 PPP 项目
建设的社会资本方将想方设法的避免风险,从而使自身风险最小,这种利益冲突
使社会资本和政府之间的关系变的很复杂和微妙。因而本文通过文献对公共文化
基础设施建设应用 PPP 模式所存在的问题进行总结,提出解决方法,通过文献研
究梳理完善了我国公共文化设施 PPP 项目的合作伙伴指标体系,运用模糊层次分
析法建立了以履约能力、管理能力、投标方案、信誉这四个维度为基础的动态模
糊综合评价模型,同时运用仿真案例进行了初步的分析,得出通过决策者最后的
主观性来进行决策将有利于提高决策的准确性;同时通过建立基于不同理性的激
励监督机制进行,发现在 PPP 项目合作中,社会资本的嫉妒负效用站主导地位,
因而在选择合作伙伴时,应尽量选择公平偏好度低的企业,同时给予其额外的优
惠以抵减其因嫉妒的负效用所带来的负面影响。最后本文提出了创新 PPP 融资合
运营模式、建立 PPP 项目中心以及一臂之距的文化管理模式等三条建议
然而本文尚在许多不足之处,对于建立的关于社会资本的模糊动态选择机制
并没有进行实际案例分析,仅做了数学模拟分析,同时对于最后决策者的比例把
握仅仅考虑了综合评价指标,而没有针对每项一级指标进行比例适应性分析,从
而使其参考性大大降低。同时在分析基于不同理性视角的激励监督机制时,在讨
论收益分享系数以及私人企业的固定收益时,由于其与各影响因子较为复杂,本
文未展开深入讨论,后续拟作专题研讨

ABSTRACT
Because of the improvement of people&39;s living standard and the increase of
cultural demand, only relying on the government&39;s financial investment will not
achieve the cultural goal of 2020, but also the process of establishing modern public
cultural service system. This lack of investment has become a bottleneck restricting
China&39;s public cultural infrastructure. At present, China&39;s economic development, in
the field of public culture, the implementation of PPP model, not only to ease the
government&39;s high local debt, while deepening economic reform as part of the
government by changing the mode of governance and economic growth, Improve the
efficiency of economic expansion, to provide more efficient public services to the
people.
As the construction of public cultural facilities has a longer cycle and a larger
investment, so the social capital involved in the construction of PPP projects will try
to avoid the risk, so that ovoidtheir own risk, the conflict of interest to social capital
and government relations Become very complex and delicate. Therefore, thesis
summarizes the existing problems in applying the PPP model to public cultural
infrastructure construction and puts forward the solutions. Through the literature
research, we have improved the partner index system of the PPP project of public
cultural facilities in our country. Using fuzzy analytic hierarchy process, basing on
Management ability, bidding scheme and reputation, constructs the social capital
evaluation model. At the same time, a preliminary analysis is carried out by using the
simulation case. It is concluded that the decision-making through decision-maker&39;s
final subjectivity will be beneficial to improve decision-making. The author found
that in the cooperation of PPP project, the jealousy and negative utility of social
capital dominates, so when choosing partners, we should try to choose the enterprise
with low fairness preference, While at the same time giving them extra concessions to
counteract the negative effects of jealousy&39;s negative effects. Finally, thesis puts
forward three proposals, which are innovative PPP financing mode, establishing PPP
project center and one-arm culture management mode.
However, there are still a lot of shortcomings in this thesis. There is no actual
case analysis on the fuzzy dynamic selection mechanism of social capital. OnlyIII
mathematical simulation analysis is done, and only the comprehensive evaluation
index is considered for the final decision maker. There is no proportional fitness
analysis for each first-level indicator, making it significantly less informative. At the
same time, when discussing the benefit-sharing coefficient and the fixed income of
private enterprise in the analysis of the incentive and supervision mechanism based on
different rational perspectives, it is not discussed in depth because of its complexity
and various influencing factors
