随着社会主义市场经济体制的发展与改革,国有企业改制进程的加快,越来
越多的国有企业改制进入深水区,为推进其改革进程,确保平稳过渡,有必要对
改制企业的管理、调整进行完善,建立合理可行的人力资源体系,以适应社会主
义市场经济体制下,竞争激烈的市场需求。
本文将通过对国有企业在改制进程中,职工队伍在政治地位、社会安全感、
收入待遇、企业忠诚度和企业文化等劳动关系方面的情况进行对比分析,提出现
阶段存在的一些问题和具有可行性的解决方案。希望给政府职能部门在职工队
伍,利益诉求的渠道的建立、矛盾化解机制的建设和完善方面提出一些建议,研
究这一问题对未来推动国有企业改革也具有普遍的指导意义。
本文分为四个部分,第一部分主要介绍了改制企业的基础理论,国内外的研
究现状,分析改制企业职工队伍的现状与发展趋势;第二部分分析了现阶段改制
企业职工队伍在人力资源管理方面出现的问题及其产生的原因;第三部分提出可
行性的解决措施及办法。第四部分就改制企业如何解决好职工队伍人力资源管理
稳定、发展及改革三者之间的关系提出相应的解决方案。

ABSTRACT
Along with the development of the socialist market economic system, SOE
restructuring process of gradually speeding up, the niost SOE restructuring into the
deep end,in order to promote the reform of the process,to ensure a smooth
transition, it is necessary to perfect the management of the restructured enterprises
adjust,set up feasible'HR system, so as to adapt to the socialist market economy,
competition in the market demand.
This paper through to in the process of reform of SOEs, staffs in treatment,
social security, income,political status,loyalty and enterprise culture and other
aspects of labor relations were analyzed, put forward the existing problems and
feasible solutions. Hope for the government functional departments in the workforce,
interests of the establishment of the channel, the contradiction resolving mechanism of
construction and improve the aspects put forward some Suggestions and research this
problem in the ftiture to promote the reform of SOEs is of general significance.
This paper is divided into four parts,the first part mainly introduces the basic
theory of restructuring of enterprises and domestic and foreign research present
situation,the analysis of present situation and the development trend of the change
make company worker team; In the second part the change make company worker
team at the problems and their reasons were analyzed; The tiiird part puts forward the
measures and ideas. The last part is how to solve the stability and the relations between
reform,development put forward the corresponding solution in restructuring of
enterprises.
