具备高超的操作技能,并在工作实践中能够解决关键技术和工艺中操作性难题的人员,
主要包括技术技能劳动者中取得技师和高级技师职业资格及以上技能水平的技能操作
人员。他们是我国人才队伍的高端组成部分,是技能操作队伍的核心骨干。拔尖技能人
才在推动企业经济快速发展和社会前进中起着重要推动作用,搞好拔尖技能人才管理,
充分发挥出拔尖技能人才高端带动作用,成为影响企业经济发展和竞争能力的重要因
素。
本文在对中原油田拔尖技能人才管理工作现状进行实地调研的基础上,找到了中原
油田在当前拔尖技能人才管理中存在的薄弱环节和突出问题,提出了拔尖技能人才管理
体系。设计出拔尖技能人才分层递进式培养模式,创建拔尖技能人才能力模型,构建
N+Y+Z评价体系,形成注重基层意肉的多阶段评价流程,探索出“狼式”技能攻关
等具体操作方法;在拔尖技能人才的考核及薪酬激励等方面,强调重在以人为本、待遇
留人和激励为主的原则,突出“N”、“X”、“Z,,三要素并重的考核思路及多元化薪
酬待遇模式。并就如何推动拔尖技能人才管理体系的落实,提出了增职位、创环境、给
平台、强激励等实施措施。

Abstract
Top-notch skill operating talents,is refers to the in the front-line operator with superb
professional skills, play the role of the key link,can solve the problem of production in the
front line of job area such as production and transportation and services a top-notch skill
operating talents, including artificer; and senior artificer qualification or above occupation
skill level and skilled operators and technology skilled workers. They is part of high-end
talent team in our country, is the Key personnel of the skill operation team. The top-notch
skill operating talents in promoting rapid economic development and plays an important role
in promoting social advancement. It will become the important factors that affect economic
development and competitive power that do a good job in top-notch skill operating talents
management and give full play to the top skills talents high-end leading role.
This paper, based on the on-the-spot investigation of the current situation about
top-notch skill operating talents management in Zhongyuan Oilfield,finds out the weak links
and problems in the current top skilled talents management in Zhongyuan Oilfield, and put
forward the top-notch skill operating talents management system. Design a Top-notch skill
operating talents layered progressive training mode,create the ability model of top-notch skill
operating talents, and construct 6£N+Y+Zn evaluation system, form on multi stage evaluation
process,explore specific operation method such as the wolf' skills research. We emphasis
the principle of people-oriented, pay and incentive and highlight the appraisal ideas
and diversified salary mode of the nN and nY and Z elements at top-notch skill operating
talents evaluation and motivation. We put forward measures such as increasing position,
create the environment, give the platform and strengthen incentive measures to
promote implementation of the management system.
