摘 要
军工企业具有一定的特殊性,一直以来是中国经济的重要组成部分。2013
年底,中国境内上市军工公司达 56 家,累计股票发行额为 897.62 亿,总市值
43751.33 亿元。然而,随着市场竞争性的增加,越来越多人才开始涌入民品企业,
军工企业行业的垄断地位开始受到动摇。为了留住原有的优秀人才,吸引新人才,
减少人才的流失率,军工企业开始注重加强人力资源管理,强化员工的绩效管理。

本文以 A 军工企业为研究对象,探讨 A 军工企业员工绩效管理问题,能为其他
军工企业在员工绩效管理方面提供参考。

A 军工企业员工绩效管理研究主要通过分析 A 军工企业员工绩效管理的现
状和问题,提出了 A 军工企业员工绩效管理的优化设计方案和 A 军工企业绩效
管理优化方案的保障措施。通过研究发现:1、在 A 军工企业的员工绩效管理中
主要存在三个方面的问题:在绩效考核指标方面存在绩效指标难以测量,员工对
绩效指标缺乏正确的认识和绩效指标构架不完善的问题;在绩效目标方面存在的
问题有:绩效管理目标定位不明确,绩效管理过程中存在绩效管理目标与企业战
略相分离的情况;在绩效管理效果上缺乏严谨的组织实施体系和绩效管理考核工
具可操作性不强。2、A 军工企业可以通过以下方法来优化企业员工绩效管理:
提高员工绩效管理意识,完善绩效指标构架;以企业战略为依据,明确绩效管理
目标;组织实施绩效管理体系,提高绩效考核工具的可操作性。

Abstract
The military enterprise has certain particularity, has been an important part of
China's economy. At the end of 2013, China military company up to 56, accumulative
total stock issuance for 89.762 billion, total market capitalization of $4.3751** trillion.
However, with the increase of market competition, more and more people began
pouring into civilian goods enterprises, military industrial enterprises industry
monopoly began to be moved. In order to retain the original talent, attract new talent,
reduce the turnover rate of talents, military industrial enterprises began to pay
attention to strengthening human resources management, strengthening the staff's
performance management. Based on A military enterprise as the research object, this
paper discusses A military enterprise employee performance management issues, for
other military industry enterprises to provide the reference in the employee
performance management.
A military enterprise employee performance management research mainly
through the analysis of A military enterprise employee performance management
present situation and problems, and puts forward the optimized design scheme of A
military enterprise employee performance management and A military enterprise
performance management optimization scheme safeguards. Through the study found
that: 1, in A military enterprise employee performance management mainly three
aspects of problems: in performance appraisal indicators, performance indicators is
difficult to measure employee performance indicators is A lack of correct
understanding and performance indicators of the imperfection of the structure; In
performance objectives are: the problems of performance management target is not
clear, in the process of performance management performance management
objectives and the situation of the enterprise strategy phase separation; The lack of
rigorous performance results and organize the implementation of system performance
management assessment tools operability is not strong.2, A military enterprise can
through the following method to optimize enterprise employee performance
management: employee performance management awareness, perfect performance
indicators framework; Based on enterprise strategy, a clear performance management
