本文选取在黑龙江省 64 个县（市）中具有代表性的 DQ 市 LD 县县域经
济发展为研究对象，将国内外县域经济理论和成功经验与当前县域经济发展
的实际情况相结合，探索适合中国县域经济发展的理论，尤其是推动黑龙江
欠发达地区县域经济可持续发展的理论，深入探索黑龙江省欠发达地区经济
加速发展的新模式，提出解决县域经济发展问题的可操作性对策，指导经济
发展实践工作。
在全面掌握 LD 县县域经济基本情况的基础上，立足全市经济建设主要
任务，站在推动全省县域经济发展的高度，运用 SWOT 分析法对 LD 县县域
经济发展面临的形势进行了研究分析。在制定 LD 县县域经济发展的对策时，
采取多种方式齐抓共管、互相融合、互相促进，形成良性互动，产生合力的
做法，提出了通过抓住当前机遇发挥政策优势、打破传统产业结构划分、发
挥特色产业优势等对策，实现 LD 县县域经济跨越式发展。为了使制定的对
策顺利实施，更好的指导实际工作，就对策实施提出了可行的保障措施。

Abstract
County economy is an important part of the national economy, which is the
most comprehensive basic unit of regional economy, and also an open, fully
functional regional economy, with a geographical characteristics, caused by the
optimized overall arrangement of the geographical area and economic and social
resources in the county area. Since the 16th Congress, the county's economic
development is increasingly important intentioned by the Central and the State
Council, the 12th five year program of the state and province also take the
county's economic development as the important part of the economic a nd social
development that promoting the county's economic development has become a
strategic adjustment of economic structure and an important starting point to
accelerate the transformation of economic development, which is also the key to
a comprehensive well-off society.
LD county of DQ in Heilongjiang Province, who has 64 counties (cities), is
a representative of the city's economic development. The exploration of county
economic development for China, especially for the less developed regions of
our province, finds out the operability measures to accelerate economy, and to
solute the problem of the county economic development, with the theory and
successful experience in all over the word.
With getting all the information of LD county, making a SWOT of LD based
on the city's main task of economic, to promote the province's economic
development. When making the economic development strategies for LD, it
choose a comprehensive ways, which can make concerted efforts to integrate and
promote each other form a positive interaction, including seizing the current
opportunity to get the policy advantage, with breaking the traditional division of
industry to make the character industry strengths and so on, to make span type
development of LD. In order to make the measures coming true and becoming a
better guidance on practice, formulated safeguards.
