东明县是鲁西南地区的一个工业强县，其工业经济发展情况在鲁西南地区的
县域工业经济发展中具有一定的代表性。本文以工业经济理论与经济可持续发展
理论研究为基础，运用一些成熟的评价指标体系构建方法以及评价方法，构建了
一个用于评价县域工业经济可持续发展水平的模型，并以鲁西南地区石化产业为
主导产业的工业强县东明县为例进行实证分析。根据分析结果，找出影响县域工
业经济可持续发展的因素，并根据东明的县域特点，提出相应的解决措施，能够
使东明县的工业经济保持可持续发展。
虽然东明县工业经济可持续发展的水平比较低、发展速度比较慢，同时在发
展过程中出现波动，但从整体上看还是呈现出逐年上升的趋势。通过转变经济发
展方式、积极调整产业结构、推动战略性新兴产业健康发展以及建设生态文明、
形成节约能源与保护环境的空间格局等举措来推动东明县工业经济的持续健康
发展。

1.1 选题背景
党的十六大第一次提出了“县域”这个概念，而且发出了“壮大县域经济”的号
召；十六届三中全会又进一步强调“要大力发展县域经济”；国家“十二五”规划
明确提出，要着力增强县域经济发展活力，大部分的省、市、县也把发展县域经
济作为统筹城乡发展的重要举措。越来越多的专家学者有这样一个共识：县域活
则全局活，县域强则全局强。在这样的一个大背景下，县域经济的发展受到了前
所未有的关注和重视，县域经济时代已经是中国经济发展的大势所趋。
党的十八大报告提出:“坚持走中国特色新型工业化、信息化、城镇化、农
业现代化道路，推动信息化和工业化深度融合、工业化和城镇化良性互动、城镇
化和农业现代化相互协调，促进工业化、信息化、城镇化、农业现代化同步发展。”
必须以优化产业结构为重点，着力解决制约经济持续健康发展的结构性问题。
工业化、现代化是县域经济发展的主题和方向，因此，县域经济要想发展壮
大，必须要实施“工业兴县，工业强县”的战略。县域经济作为国民经济的基本
单元，不仅是解决“三农”问题的重要途径，还为实现小康社会提供强大动力支
持。温家宝总理曾经指出：农村的发展、县域工业的发展，县委、政府起着决定
性的作用。但是，在县域政府在最求县域经济增长的过程中，一味盲目、片面追
求 GDP 增长以及高能耗、高投入、低产出、忽视社会、经济、环境和谐发展的
传统工业化生产方式，不仅导致了县域经济发展的竞争力日益减弱，而且进一步
引发了很多棘手的环境问题、资源问题和一些不可调和的矛盾，比如资源利用率
低、工业能耗高、工业废气、废水严重超标、污水治理成本高以及二元经济结构
严重失调等，这些现象势必会大大影响到县域竞争力的提升和县域经济可持续发
展的实现。因此，在县域经济发展的过程中，应该进一步开发、引进先进技术，
合理开发资源，注重环境的治理与保护，实现生态效益、经济效益、社会效益的
和谐发展、可持续发展。

国家工业化实现需要县域工业化的支撑，县域经济的发展需要县域工业经济
