Abstract
ISO14000 environment management system standard series set to carry out
environmental protection work throughout the world have uniform evaluation standard. Most
countries in the world has been the implementation of the environmental management system
standard, the standard has been beyond the environment protection category and extended to
the international economic and trade field, has become an important part of economic
management in the world. Most of China's enterprises a one-sided pursuit of economic
interests and neglect the blind development and production of behavior, damage to the
environment, the understanding of ISO14000 system in the certificate level, the lack of deep
understanding of the environmental management system, it is impossible to really establish
practical and effective environmental management system.
In this paper, based on the related theories of environmental management system, the
paper industry XL company as the example, the analysis of the basic situation, and points out
the existing problems in the management of the environment, construction methods under the
guidance of the development of environmental management system of XL company building
program in the ISO14000 environment management system, and analyzes the expected effect
generated by the system. Construction can provide experience reference for environment
management system of China's paper industry and small and medium-sized enterprise
through the environment management system of XL company, to promote the ISO14000
environmental management system gradually established and perfected.

摘 要
ISO14000 环境管理体系系列标准的设定使得全世界范围内对环境保护工作的开展
有了统一的评价标准。当前全球大多数国家都已经贯彻实施了环境管理体系的标准，此
标准已经超出环境保护的范畴而扩展到了国际经济贸易领域，已成为各国经济管理中的
重要组成部分。当前我国大多数企业片面追求经济利益而忽视了其盲目的生产开发行为
对环境的破坏，对 ISO14000 体系的认识仅存于证书层面，缺乏对环境管理体系的深刻
认识，也就无法真正建立起符合公司实际并有效的环境管理体系。

本文在分析环境管理体系的相关理论基础上，选取造纸行业 XL 公司作为案例，分
析公司的基本情况并指出其在环境管理中存在的问题，在 ISO14000 环境管理体系构建
方法指导下制定 XL 公司的环境管理体系构建方案，并分析了体系产生的预期效果。通
过XL公司的环境管理体系构建为我国造纸行业及中小企业的环境管理体系构建提供可
参考的实践经验，促进我国 ISO14000 环境管理体系的逐步建立和完善。
