近年来,航空运输企业改革的力度日趋强劲,改革涉及领域的纵深越加深入,改革 带来的正向作用日益凸显,在航空业整体面临汇率变化、油价上涨的严峻外部压力下, 哪家航企能在改革道路上找对方向、迈开步子就显得格外重要,B 公司作为 A 民用航空 运输集团旗下的全资 B 公司门,承担着集团公司生产、运营、保障各个领域工程建设与 维修改造、物业管护的重要职责,基本建设是支撑和制约集团公司发展的基础性工作, 与集团改革发展的战略布局密不可分。如何利用改革契机,突破现有效率瓶颈,在现有 岗位管理体系中的战略选择、管控模式选择、岗位族设置上进行有效优化,再予以充分 应用,现在成为 B 公司当下需迫切解决的难题。 本研究以现代岗位设置理论、企业战略理论、企业管控模式理论为理论指导,采用 文献研究法、访谈调查法和问卷调查法对 B 公司目前的岗位管理体系现状进行诊断,通 过一系列定性和定量的研究方法和研究手段,以问题发掘和问题解决为导向,深刻对 B 公司岗位管理体系存在的问题剖析。根据分析得到的结果,对标借鉴行业先进企业,对 B 公司岗位设置管理体系的优化建设和应用提出切实可行的科学合理方案,同时提出对 应用研究效果的评估难点进行简要分析。 本研究通过对 B 公司岗位管理体系建设与应用的实证研究,从学术层面提炼出适合 国资背景航企旗下建设公司的一套高效、可持续发展的岗位管理体系建设思路、应用方 法,同时为房地产行业业主公司岗位管理体系建设与应用研究提供了一个借鉴和参考。 关键词,航空运输企业;项目管理;岗位设置;岗位管理体系II Abstract In recent years, the reform of air transport enterprises has become more and more vigorous, the depth of the reform involved in the field has deepened, and the positive effect of the reform has become increasingly prominent. Under the severe external pressure of exchange rate change and oil price rise, it is particularly important that which airline enterprise can find the opposite direction and take steps on the reform road. As the flag of A Civil Aviation Transport Group, Company B is the flag of A Civil Aviation Transport Group. The whole-owned B company undertakes the important responsibilities of production, operation and guarantee of Engineering construction, maintenance and renovation, property management of the group company. Capital construction is the basic work to support and restrict the development of the group company, and is closely related to the strategic layout of the group reform and development. How to make full use of the opportunity of reform, break through the bottleneck of current efficiency, optimize the strategic choice, management and control mode selection and post family setting in the existing post management system, and then fully apply them, has become a difficult problem that needs to be solved urgently by Company B at present. Guided by modern post setting theory, enterprise strategy theory and enterprise management and control model theory, this study diagnoses the current status of B company's post management system by using literature research, interview and questionnaire survey. Through a series of qualitative and quantitative research methods and research means, it is guided by problem discovery and problem solving, and deeply manages B company's post management. Analysis of the existing problems in the system of philosophy. According to the results of the analysis, this paper puts forward a feasible scientific and reasonable plan for the construction and application of the post establishment management system of B company, and briefly analyses the difficulties in evaluating the effect of application research. Through the empirical research on the construction and application of B company's post management system, this paper abstracts a set of efficient and sustainable post management system construction ideas and application methods from the academic level, which is suitable for the construction company of airline enterprises with state-owned background.
