摘 要
企业发展离不开各种资源,人力资源则是其最重要的资源之一。21 世纪以
来,随着经济全球化和一体化的不断推进和发展,当今世界发生了翻天覆地的变
化。行业之间的竞争也变得尤为强烈,人才竞争日趋明显。如今,人力资源的竞
争已经成为企业与企业之间激烈竞争的核心,在企业的竞争实力中占有相当大的
比重。当今世界都普遍认为人力资源是稀缺的资源也是经济和社会发展不可缺少
的重要资源之一。目前,中国企业的人力资源管理也正在实现从传统的人事管理
向战略性人力资源管理的转变。越来越多的企业认为要想在激烈的市场竞争中保
持自身的优势或主体地位,必须在企业内部实施科学有效的人力资源管理。那么,
怎样建立一个科学有效地人力资源管理体系,则需要我们深一步的研究和了解。

本文就鞍钢矿山建设有限公司(以下简称矿建公司)实际情况,对其人力资源管理
进行深层次研究和分析。

在了解人力资源发展过程的基础上,本文以战略性人力资源管理为指导,以
矿建设公司为研究对象,采用文献分析法、规范性理论分析法、调查研究法等方
法,通过对矿建公司的中高层领导的访谈以及公司全体员工的问卷调查,在调查
的基础上对矿建公司人力资源管理体系进行了诊断并给出了合理的建议。通过科
学的研究和调查,发现矿建设公司在人力资源规划、招聘、培训与开发、绩效考
核、薪酬福利设计、企业文化建设等方面都存在一系列的问题,针对其在人力资
源管理过程中诊断出现的问题,从把好招聘入口、完善员工的培训与开发、合理
设计薪酬、企业文化建设提升等几个方面对矿建设公司现有的人力资源管理体系
的完善和改进提出了具体的解决措施。

在日趋激烈的市场竞争环境中,拥有一支优秀的人力资源队伍对企业来说是
非常重要的。本文对矿建设公司人力资源管理体系的诊断和建议具有较强的实际
意义。希望本文能够为该公司的发展出一份绵薄之力。

Abstract
Enterprise development depends on a variety of resources, human resources is
one of the most important resources. Since the 21st century, with the advancement of
economic globalization and integration and development, great changes have taken
place in today's world. Competition between industry also become particularly intense,
talent competition has become increasingly obvious. Today, the competition of human
resources has become the core of competition between enterprises and enterprises, in
the competitive power of enterprise occupies a considerable proportion.In today's
world is widely believe that human resources are scarce resources is also an
indispensable one of the important resources of economic and social development. At
present, China enterprise human resources management also shift from traditional
personnel management to strategic hr management. Think more and more enterprises
to keep their own in the fierce market competition advantage or subject position, must
be implemented within the enterprise scientific and effective human resource
management. So, how to establish a scientific and effective human resources
management system, you need to us a deeper research and understanding. In this
paper, the anshan mine construction co., LTD., the actual situation, the preliminary
grasp and analysis of human resource management,on the basis of human resource
development process in this paper, guided by the strategic human resources in anshan
mine construction co., LTD., as the research object, using literature analysis,
normative theory analysis, investigation study of anshan mine construction co., LTD.
