绩效考核可以有效提高企业的竞争力,价值链管理可以有效提高企业各环节管
理效率。因此,有必要研究如何构建基于企业价值链的绩效考核管理,对关键
环节进行考核,以实现每一个环节成本最低、利润最大,进一步提高企业的竞
争力。
首先,系统分析绩效考核和价值链理论体系,同时进行了系统界定,明确
了本文研究的范围。对企业价值链与绩效考核的关系进行分析,为井下公司构
建基于价值链的绩效考核指标设计奠定了基础。其次,重点介绍石油行业的价
值链特点、油田企业内部价值链、井下公司价值链。并对井下公司绩效考核现
状和存在的一些问题进行分析,为下步深入研究指明了方向。再次,按照全面、
系统、持续发展和可操作的原则,科学设定价值链通用、上游、中游、下游的
绩效考核指标。通过加强考核制度建设与完善,以确保结合企业生产实际设定
的绩效考核指标能够取得较好应用效果,并培育绩效考核管理文化,加强与现
行绩效考核管理的充分衔接,强化考核结果、过程的公开与公示,建立完善沟
通、申诉程序,真正发挥考核的激励约束作用,实现企业与个人共同成长,推
动企业健康发展。

Abstract
Down Hole Service Sub-company, as a service company of petroleum
technology. Which are changing from traditional management of company to the
strategic management of enterprise in the market economy with fierce competition,
and carrying out the strategic of going out. Then the competition is more and more
heated. The traditional performance evaluation system of the company is not suited
to the strategic of enterprise. The performance evaluation management can
availability to raise the competitiveness of the company. The value chain
management is good for the management productiveness of company. That is the
reason why to try to construct the performance evaluation management based on the
value chain, to judge of the key link. In order to get the max profit, and cut down the
cost, and make further efforts promote the competitiveness of the company.
In the first place, analyze the research of the performance theory and value
chain theory. At the same time, define the scope of this article. Analyze the
relationships between performance evaluation and value chain, for the design of
performance evaluation base on business value chain. Secondly, the article describes
the characteristic of the value chain of the oil industry, and petroleum enterprise, and
Down Hole Service Sub-company. Analyze the performance appraisal situation and
existing problems in Down hole service sub-company. Furthermore, it shows the
purpose and significance of research. Thirdly, the article design the performance
evaluation base on business value chain. In the principles of comprehensiveness,
systematic, expansibility, and maneuverability. Finally, in order to ensure that the
performance evaluation index is combined with production practice, this article
revise the performance assessment, to foster a culture of performance evaluation, to
link up the traditional performance evaluation system and the performance
evaluation in the value chain. Opening the process and result of the performance
evaluation, to play a role of the incentive and constraint, to help the company’s
development.
