本文以CZ国际花园城项目为研究案例,对该案例中存在的成本管理漏洞进行了透彻的
剖析,并在此基础上提出了以合约规划为先导的成本管控体系的建立。
本文在陈述和剖析了CZ国际花园城项目成本管理中存在的漏洞之后,给出了具有普遍
意义的成本管理思路。提出将目标成本细化成合约规划,落地到每个可执行的合同层面进
行控制实施,并对合同形成和执行中的各个环节给出具体的控制措施。本文还着重介绍了
在竣工结算阶段对整个合同执行情况的分析和数据库建立,通过修正或固化成本控制过程
中形成的优秀的成本控制思想,并将之进行知识管理,最终形成具有公司特色的成本管理
智慧。
为了保证文中所提出的成本控制方法的实施效果,特别在团队建设和绩效考核方面的
管理给出了建议。

Abstract
With the continuous introduction of China's real estate control policies, the situation faced
by the real estate market is becoming increasingly serious, the Delicacy Management will also
become the main theme of increasing profitability for real estate development enterprises. How
to perform effective cost management becomes to be a primary problem need to be solved by
the real estate enterprises.
By studying on the case of CZ International Garden City project, this paper conducts a
thorough analysis on the cost management loopholes exist in the case, and on this basis,the
paper brings up the establishment of contract-planning-oriented cost management and control
system.
After presentation and analysis of the cost management loopholes in the CZ International
Garden City project, cost management method of universal significance is brought up. The
paper puts forward the idea to refine the target cost to contract plan, and perform control on
each executable contract level, and give specific control measures on all aspects of contract
formation and execution. This paper introduces emphatically on the entire contract
implementation situation and database establishment during the phase of completion settlement.
By amending or curing the excellent thinking formed during the cost control process, and
conducting knowledge management, the cost management wisdom with the company's
characters is eventually formed.
In order to guarantee the implementation effect of the proposed cost control method,
recommendations on team building and performance appraisal management are especially
given.
