摘要
县委党校曾经作为一个县干部教育培训工作的主要平台,旧的面对面的现场教育培
训方式已然落后。在当下信息化和高效率的新形势下,县委党校必须进行转变和创新,
通过引进新技术整合新旧设施,在授课效率和授课面等进行一个全面的提升,从而形成
一个高效率的培训模式,使基层党员及致富带头人及时掌握新信息新技术,成为新农村
建设人才培训的中心基地。远程视频教育系统集成项目正是这一要求的产物。
本项目涉及到将县党校、乡镇、重点村及上级省党校原有的小型会议室、微机室、
电子阅览室等分散独立运行的多媒体电教设备及软资源进行系统集成,搭建起省、县、
乡村三级资源的实时高效交互式沟通平台。在成本控制、集成环境复杂度及进度要求方
面比之传统网络集成项目有着更高的要求,而使此类工程的项目管理研究成为一个新的
课题。
工程项目的建设,如能在要数综合管理方面均得到合理及时的注重和控制,就会取
得更好的经济效益和社会价值,因此如何做好远程视频教育系统集成项目的成本、质量、
进度三者间的联动管理和控制就成为此类项目管理研究的关键。
为了更具体地阐述观点,本文通过WM县党校远程视频教育系统集成项目这样一个
典型的施工类项目案例进行研究。通过该案例在立项阶段、实施阶段和完工阶段的进度
安排,成本约束,质量保证等方面的实际执行情况,分析了各个阶段所存在的问题,并
对产生问题的原因进行了分析,最后针对性地提出了解决方案。本文为同类工程项目的
运作管理提供了一定的借鉴和参考,对于此类项目的成本、质量、进度三者间的联动管
理具有一定的理论和实践意义。

ABSTRACT
County School had served as a main platform for county cadre education and training,
and the old way of face to face on-site education and training already behind. In the present
situation of the new information, The County Party must have some changes, through the
introduction of new technologies and the integration of old and new facilities, the teaching
efficiency has been fully improved, forming a highly efficient training model, which makes
the grassroots party members and leaders to get rich to master new information technologies
in a timely manner, becoming the new rural construction training center. Remote video
education system integration project is a product of this requirement.
This project involves the integration of multimedia devices and software resources
together, including the original small meeting rooms, computer rooms, electronic reading
room, etc,erecting a three resource efficient real-time interactive communication platform
between province, county and village. Compared with the traditional network integration
projects, cost control, integrated environment complexity and schedule requirements has a
higher demand, therefore, this type of engineering project management has become a new
research topic.
If we could get a reasonable element of integrated management and timely control, the
project will achieve better economic and social value, so the remote video educational system
integration in the project cost, quality, schedule among the three joint management and
control has become the key to the project management research.
So as to present views more specifically, in this paper, I will use The WM Dangxiao
remote video educational system integration project as a case to illustrate. By analyzing the
schedule, cost constraints, quality assurance and other aspects of the actual implementation of
this case in the project phase, implementation phase and stage of completion, I analysis the
problems at each stage, and the possible causes of a problem are also analyzed, and finally
