公路作为国家发展不可缺少的基础设施建设项目,一直受到各级政府的重
视。为适应规模大、专业度高的现代化工程建设需求,代建制应运而生,并逐
渐在全国范围推广开来。在实践过程中,虽积累了一些经验,但仍存在诸多问
题。绩效考核作为代建制管理的主要组成部分,能有效识别并解决代建制中存
在的问题,因此有必要对公路工程代建管理绩效考核方法进行综合研究。绩效
考评引入代建制管理后,作为检测与识别代建制运行中存在问题的有效方式,
迅速成为代建制中必不可少的环节。其中过程绩效评价的评价结果可以作为整
改和加强项目管理的依据,并督促项目管理单位落实整改意见,从而达到项目
管理高效运行的目的

本文试图根据代建制管理的特点,建立科学合理的公路代建项目管理绩效
考核系统,并运用模糊综合评价法、因子分析以及层次分析法等对该绩效考核
系统进行全面的分析评价。在对项目管理绩效评价的基础上,展开对绩效评价
的探讨——主要集中在指标体系和评价方法两个方面。从代建单位对各承建单
位评价的角度出发,通过对代建项目各利益关系主体和代建项目的关键事件进
行分析,建立公路代建项目绩效管理综合评定指标体系。并以过程绩效评价体系
作为该指标体系的主体,围绕其构建了代建项目绩效管理评价方法和评价模型

文章中通过把总结出的考评方法和模型付诸实践,用来评价 NN 公路代建工程项
目,并得出评价结果。通过对考评结果的分析,找出该项目在实施代建管理中
的优势与不足。并以此为依据进行动态调整,以期作为下一个代建制项目管理绩
效评价的参考依据

Abstract
As the main part of the construction agent system management,Performance
evaluation can effectively identify and solve the existing problems in agent
construction system, So it is necessary to comprehensive research the highway
engineering construction agent management performance evaluation methods.
because of its application time is short, in practice, Agent construction system will
have a lot of problems inevitably. Performance evaluation has become an effective
way to problems of detection and recognition of agent construction system in
operation, and becom an essential link in the agent construction system rapidly. The
evaluation results of process performance evaluation can be used as the basis for the
rectification and strengthening project management, and supervise the project
management unit to implement corrective feedback, so as to achieve the purpose of
project management and efficient operation. This paper tries to according to the
characteristics of agent construction system management, to establish a system for
scientific and reasonable road of agent construction project management performance
evaluation, and use the fuzzy comprehensive evaluation method, factor analysis and
analytic hierarchy process etc to Makes a comprehensive analysis and evaluation of
the performance appraisal system. As for the performance evaluation’s study, mainly
concentrated in two aspects that including index system and evaluation method. This
paper will be mainly based on the evaluation of project management performance,
discuss the performance evaluation. The author from the construction unit of the
construction unit to evaluate the angle, through analysis the key events of the
interests relationship of agent construction project and the project's, to build a
comprehensive evaluation index system of Highway construction project performance
management. And put the process of performance evaluation system as the main body
of the index system, to construct the evaluation methods and evaluation model of
project performance management On behalf of the construction. through put the
evaluation method and model into practice, to evaluate the NN on behalf of highway
construction project, and obtain the evaluation results. Through the analysis of the
evaluation results, find out the agent construction advantages and disadvantages in
management. On the basis of dynamic adjustment, And as a reference of next agent
construction project management performance evaluation
