平衡计分卡是战略管理系统,医院战略是它的核心内容,医院战略执行能力
是它的着眼点,它又是一种战略性绩效评价方法。平衡计分卡利用绩效评估的形
式比较一系列的财务绩效和非财务绩效评价指标,体现了绩效考核的战略、全面、
均衡的发展的特点。本文对 A 中医院内外环境进行了分析,在分析了医院目前绩
效评估体系存在问题及原因的基础上,引入平衡记分卡的理论和评估模型。根据 A
中医院的特点和实际情况,构建了平衡记分卡绩效评估系统。A 中医院的平衡计
分卡绩效评价模型的实现是从实施团队介绍、医院绩效实施方案选择、制定评估
规则、考核前动员及培训、实施等方面分析了基于平衡记分卡的医院绩效管理系
统的实施步骤,有助于指导 A 中医院规划发展战略的制定。

Abstract
Balanced Scorecard is a strategic management system, hospital strategy is its core,
the hospital is its ability to execute strategic focus, it is also a strategic performance
evaluation methods, the use of the Balanced Scorecard compares a series of
performance evaluation form financial performance and non-financial performance
evaluation, performance appraisal reflects the strategic, comprehensive and balanced
development of features. In this paper, A Hospital of internal and external environment
are analyzed on the basis of the hospital and the cause of the current problems are
analyzed on the performance evaluation system, the introduction of the theory and
assessment models Balanced Scorecard. A Chinese medicine hospital in accordance
with the characteristics and the actual situation, building a Balanced Scorecard
performance measurement system. Achieve Balanced Scorecard Performance
Evaluation Model A from the Hospital of the implementation team introduced
embodiment choice of hospital performance, the development of assessment rules,
mobilization and training before the assessment, analysis and other aspects of the
implementation of the balanced scorecard-based performance management system for
