摘要
进入 21 世纪以后,民办高校得到了飞速发展,其在校生占我国高校在校生
约 22%。在快速发展的同时,社会的新形势、新任务对民办高校的管理水平提
出了更高的要求,就如何提高办学质量和办学效益,打造优秀的教学团队,使
用人才、培养人才、进而留住人才也成为民办高校人力资源管理的重点和核心。

新一轮高校岗位聘任制改革,更是给民办高校带来了激烈的竞争和前所未有的
挑战。因此,运用现代人力资源管理理论指导民办高校师资队伍的建设工作,
保障教师在职业化建设中的稳定,成为民办高校人力资源建设的重中之重。而
教师的绩效考核作为人力资源管理工作中的核心组成部分,将人力资源中先进
理念移植到民办高校教师队伍管理中,建立适合民办高校教师的绩效考核体系,
对稳定教师队伍、保障教学成就、夯实学校教育教学基础具有十分重要的意义。

本文首先通过对绩效、绩效考核、绩效考核工具——平衡计分卡等相关理
论进行系统阐述。然后通过对民办高校教师绩效考核研究现状,系统总结了目
前我国民办高校绩效考核中存在的问题,进一步提出了构建民办高校教师绩效
考核的原则和应当注意的问题。借鉴平衡计分卡的核心思想,结合民办高校—Y
高校的特点及现状,构建绩效考核指标体系;并提出了构建民办高校教师绩效
考核的方法和步骤,并构建民办高校教师的绩效考核体系。

Abstract
After entering twenty-first Century, private colleges and universities has been the
rapid development, it has occupied 22% of the country of higher education in china. In
the rapid development at the same time, put forward higher requirements of new
situation, New Mission Society of private universities management level, how to
improve the quality and efficiency of running, creating excellent teaching team, use of
personnel, personnel training, and retain talent has become the focus and core of human
resources management of private high school. A new round of the post appointment
system reform also brought fierce competition and hitherto unknown challenge to
private colleges and universities. Therefore, the use of modern human resource
management theory to guide the private college teachers team construction work,
safeguard their stability in the occupation of a priority among priorities of human
resources construction in private universities. But the teacher's performance appraisal
is the core of human resource management part, the human resource in advanced the
concept of transplanted to the teachers in private college management, for the
establishment of private college teacher performance appraisal system, has the
extremely vital significance to stabilize the contingent of teachers, to guarantee the
teaching achievement, and school education foundation.
This paper based on performance, performance appraisal, performance appraisal tool
-- Balanced Scorecard theory systematically. Then based on the study of private college
teacher performance appraisal system present situation, summarized the existing
performance appraisal of private college in China's current problems, further put
forward the construction of private college teacher performance appraisal principle and
the problem should be noticed. Using balanced scorecard of the core thought,
considering the current situation and characteristics of private colleges and universities
and Y colleges and universities, construction of performance evaluation index system;
and put forward the method and steps of constructing a private college teacher
performance evaluation, and construct the performance evaluation system of teachers
in Colleges and universities.III
