本文以矿山企业普遍发展方向为基础,结合矿山企业经营特点和自身企业实际情
况,深入分析本企业在长期发展过程中形成的人力资源管理制度及绩效管理体系,通过
对绩效管理系统进行理论分析和研究,探寻羊拉铜矿在绩效管理体系的构建及实施的过
程中存在的先进及不足之处,有针对性的研究并建立基于矿山企业战略绩效管理体系。
首先,文章的开头部分是对绩效管理的理论综述,分别介绍绩效管理的定义,系统
构成及其功能,绩效管理的步骤、绩效考核理论等内容,将广义的绩效管理理论上升为
能够确定企业经营成败的战略绩效管理理论。
其次,本文选取绩效管理体系中的绩效考核模块为要研究对象,对羊拉铜矿绩效管
理的现状、人力资源状况、绩效管理成果、存在的8个问题、存在问题原因分析等内容
进行分析,提出了解决存在问题的方法和举措。
再次,提出构建战略导向型绩效管理体系的构想,并分别从战略目标、经营目标分
解转化到员工绩效的方法途径、绩效管理模块设置、关键绩效指标构建等内容。
最后,通过对羊拉铜矿质检车间实施定员定岗工作示例,讲述开展定员定岗和KPI
指标构建的基本模式,列举了绩效考核实施方案的核心内容,为绩效管理体系的落地提
供了制度支持。对有色金属矿山企业推进现代企业管理,构建绩效管理体系有一定的借
鉴意义。

ABSTRACT
In this paper,based on the common development direction of mining enterprises,
combining with the characteristics of mine enterprise management and enterprise actual
situation, in-depth analysis of the enterprise in the process of long-term development form of
human resource management system and performance management system,through the study
of the theoretical analysis and the research of performance management system, explore the
sheep copper mine in the construction of performance management system and
implementation of advanced and deficiencies existing in the process, targeted research and
establish the strategic performance management system based on mining enterprises.

Second, this article selects the performance management system of the performance appraisal

problems cause analysis, content analysis, puts forward the methods and measures to solve
the problem of existence.
Again, the idea of constructing strategy oriented performance management system,and
respectively from the strategic target,the management method for target decomposition into
an employee's performance way, performance management module Settings, key performance
indicators to build, etc.
Finally, through to the sheep,copper quality inspection workshop implementation
capacity create positions working examples, about to carry out the capacity to create positions
and the basic mode, to construct the KPI index lists the core content of performance appraisal
and implementation plan, provide the system support for the performance management
system of the ground. The nonferrous metal mining enterprises to promote modern enterprise
management, have certain reference significance to build a performance management system.
