烟草行业属于国家垄断行业,我国烟草行业实行了“统一领导、垂直管理、专卖
专营”的管理体制,随着烟草企业面临着内外部严峻的竞争压力,加强企业内部管理
并逐步提升管理水平,培育公司发展的核心竞争力,已经成为全行业企业发展的必由
之路。而企业文化作为企业经营管理不可或缺的重要组成部分,已经成为管理者不可
忽视的软实力,越来越被烟草行业企业关注和重视。本文运用现代管理理论对N市烟
草公司企业文化建设的关键问题进行了剖析,研究结果认为:首先,N市烟草公司企
业文化建设上进行了深入有效的探索和实践,也取得了很好的成效,对于推动公司发
展起到了积极的成效。其次,N市烟草公司企业文化建设也存在着不少问题和不足,
制约着企业文化建设进一步发展,既有历史遗留问题,也有新形势下产生的新情况,
这些问题不解决好,企业文化建设的成效将会受到影响。第三,根据对N市烟草公司
企业文化建设的分析,本文从系统的角度对公司企业文化建设的指导思想和基本原
则、基本内容和要求、主要途径和方法等进行了全面的阐述,力求能够对公司企业文
化建设的系统性和完整性有所帮助。最后,本文从组织保障、机构保障、机制保障、
资金保障、制度保障、人才保障等方面对公司企业文化建设的开展提出了保障措施。
本文在研究过程中运用专题调研、个人访谈、资料查阅等研究方法,全方位对N
市烟草公司的企业文化建设现状进行分析诊断,寻找到该公司企业文化建设存在的问
题和不足,并坚持理论研究与应用研究相结合、定性研究与定量研究相结合的原则,
提出促进该公司企业文化建设的对策及建议。鉴于本人水平以及本文写作过程中的各
种约束,本论文还存在许多不足之处,需要未来在工作实践中继续思考和总结。

Abstract
The tobacco industry is a state monopoly, China's tobacco industry, the implementation of
the unified leadership, vertical management, monopoly franchise management
system, strengthen the internal management of enterprises and gradually improve the level of
management, the cultivation of the core competence of the company development, has
become the enterprise development the route one must take the whole industry. And an
important part of enterprise culture is the enterprise management has become
the indispensable, soft power management can not be ignored, more and more enterprises of
tobacco industry attention. The building of enterprise culture is the soft power can not be
ignored the development of the company, has been more and more enterprises of tobacco
industry attention. In this paper,the key problems of the modern management theory of
enterprise culture construction of N tobacco companies are analyzed, the results of the study
show that: firstly,the construction of enterprise culture of N tobacco companies conducted an
in-depth exploration and practice effective, also achieved good results, to promote the
company's development has played a positive effect. Secondly, the construction of enterprise
culture of N tobacco companies also exists many problems and the insufficiency, restricting
the further development of the enterprise culture construction, existing problems left over by
history, also has the new situation under the new situation, these problems are not solved, will
effect .the construction of enterprise culture affected. Third,based on the analysis of the
enterprise culture construction of N tobacco companies, the guiding ideology and basic
principles, the basic contents and requirements, the company enterprise culture construction
from the point of view of system the main ways and methods are described in detail, and
strive to be systematic and integrity of corporate cultural construction to help. Finally, this
paper from the aspects of organization,mechanism security, security mechanism, financial
security, system security, security personnel to carry out the corporate culture construction
and put forward the guarantee measures.
