同时,在管理工程项目建设过程中,缺乏科学有效的管理手段和技术方法,会存在
对每个阶段成本控制程度不能达到相关标准要求,工程成本难以得到有效地控制。在建
工程项目中大都存在一个相类似的情况:成本超支、工期延长成为每一个工程项目的难
题。因此,如何在目标成本内,按时、保质地完成工程项目建设,是每一个施工企业在
工程项目建设过程中首要关注和急需解决的问题。
本文在成本理论研究的基础上,结合 ZGTJ 公司成本控制工作的实践,从在建工程
的施工全过程出发,提出了在项目管理过程中对全过程成本控制的相关对策,并提出了
有效的建议。首先对企业项目现状进行分析,从中找出成本管理中的不足。然后通过这
些现象中的失误探讨造成企业项目成本失去控制的原因。最后针对主要原因,结合项目
施工过程中涉及到的各项成本,及其各种经济要素、指标,进行充分地分析、研究,重
点是成本控制的关键环节,找出影响项目施工各阶段的成本因素。研究了施工各阶段成
本控制的方法,包括投标、施工前准备、现场施工和竣工阶段。重点阐述了大项目管理
制下的物资集中采购和借助 BIM 技术平台的项目管理系统。提出了项目各阶段进行成本
控制的措施,以达到节约的目标。通过企业的真实项目案例,描述了按全过程成本控制
方法进行成本控制的具体做法,以及产生的效果。本文通过革新成本控制的理念和思维,
来提高项目成本管理水平,为施工企业健康发展提供参考。

With the rapid development of economic globalization, the development and construction of
large-scale infrastructure also will be expanded, the construction enterprises are facing a new
stage of vigorous development. Construction projects are long construction time of
development projects, development projects in the construction process, the cost of enterprise
project management control has become a top priority. At this stage of construction works in
the field of development, there is no standardized form of cost management, economic
indicators factors did not play a role in their dominance.
Meanwhile, in the management of the project construction process, the lack of scientific and
effective management tools and techniques, there will be costs for each stage of the degree of
control can not reach the relevant standards, the project cost is difficult to obtain effective
control. Most of the existence of a similar situation in the construction project: cost overruns,
an extension of time is a common problem for each project. So how in the target cost, time to

On the basis of theoretical research on costs , combined with cost control practices ZGTJ
work , from construction in progress of the whole process , put forward some
countermeasures in the project management process for the entire cost control , and made
effective recommendations .First, the status of the enterprise project analysis to find out the
cost management deficiencies. Then explore the resulting loss of control of an enterprise
project cost reasons these phenomena mistakes. Finally, the main reason , combined with the
cost of the project involves the construction process , and its various economic factors ,
indicators, full analysis , research, focus is the key to cost control , to identify the various
stages of the construction of the impact of the project cost factor. Study the various stages of
construction cost control methods , including the preparation of tender before , construction,
site construction and completion phases. Focuses on the material under large project
management system of centralized procurement and technology platform help MIB project
management system .Proposed measures for all stages of the project cost control in order to
