摘 要
城市公用事业的兴衰成败关乎社会民生需求，也是体现社会进步的重要标尺，代表
着一个城市的品味和水平。近年来，保定市委、市政府对市政公用事业的建设和管理高
度重视，在《2012 年政府工作报告》工作落实方案中，确定了涉及市政公用事业的 27
条工作任务及民心工程。但是随着市场经济体制改革的深入发展，现有的市政公用事业
运营模式日益成为城市建设和发展的瓶颈。在这种情况下，客观上要求市政公用事业改
革迈出新步伐
本文通过评述国内外市政公用事业的发展概况，借鉴国内外市政公用事业改革的成
功经验，结合保定市的实际情况与特点，针对当前市政公用事业运营中存在的问题进行
分析，试图寻找一个合理、可行的研究对策及改革途径，以有益于保定市公用事业的进
一步发展。论文运用实地调查研究方法，详细解剖了实际案例，对保定市公用事业运营
效果给予了客观评价，特别是从公用事业管理机构设置及其职能的确定、管理体制的安
排以及管理制度等层面较深入地探讨了制约公用事业发展的主要原因，提出了相应的对
策措施

Abstract
Success relates to people's livelihood needs of urban public utilities, as well as important
rulers for social progress, representing a city of taste and standards. In recent years, the
Baoding Municipal Government attached great importance to the construction and
management of municipal utilities, in 2012 of the Government work report in the
implementation of the program of work, identified 27 tasks involving municipal utilities and
public works. But with the deepening reform of market economy development, existing
operation model of municipal utilities are increasingly becoming the bottleneck of urban
construction and development. In this case, the objective requirements on municipal public
utilities reform pace new.
This article comments on survey of municipal utilities development at home and abroad,
drawing on the successful experiences of municipal public utilities reform at home and abroad,
combined with the realities and characteristics of Baoding City, for the current analysis of the
problems in the municipal utility operations, trying to find a reasonable and feasible research
on countermeasure and reform ways to benefit the further development of Baoding City
public utilities. Papers using field investigation method, detailed Anatomy of actual cases,
objective evaluation has been placed on operation effect of Baoding City public utilities,
particularly from the public utility regulatory bodies set up arrangements for the identification,
management and its functions, as well as management of the system more in-depth discussion
of main reasons for restricting public utilities development, made the corresponding
countermeasures.
