企业要想保持其竞争优势,需调整其组织结构设计使其能够迅速对环境的变化作出

本文通过对青岛西海岸市政工程公司的经营现状的梳理,结合项目型企业组织
结构相关理论和现代管理学相关理论,并利用现代管理诊断工具和诊断手段对公司
在经营战略、项目管理、组织架构、薪酬制度等方面进行深入调研分析后,认为青
岛西海岸市政工程公司在组织结构设计、人力资源建设与项目管理方面存在较多的
问题,导致当前公司管理效率低下。针对当前管理问题,本文提出了对公司整体组
织结构进行调整,重新捋顺各个项目部与公司管理层和其他辅助管理部门之间的架
构关系,并对各部门包括各个项目部的作业流程进行规范和制度化设计,使公司业
务管理方面更趋向于规范化、制度化的转变。另外在公司组织结构调整方案实施方
面,为了确保公司组织结构调整方案的落实和实施,本文提出相应的控制措施和实
施方案,最大化的保证公司组织结构调整方案能够成功的实施与应用

Abstract
Under the market economic system, the company organization structure has its significant
function in enhancing its competitiveness. Proper organization structure and management
pattern will promote the company development, on the contrary, the improper organization
structure design and management pattern may cause the ambiguity and uncertainty of the
company inner control. And also under this improper organization and management
pattern, departments responsibilities can not be clearly classified, inter communication
among different departments is not efficient and the information delivery will be detained,
all the above will finally bring in the delayed and blind decision and serious obstacles to
the company development.
Along with the further open-up reform and the constant development of the market, the
market environment that Qingdao Xihaian Municipal Corporation is facing is obviously
changed. In an environment of high speed globalization and severer market competition, if
one company wants to keep its competitive strength, it should adjust its organization
structure design and make the design efficiently response to the change of the
environment.
After further research and survey on operation strategy, project management, organization
structure and salary system by sorting out the present operation state of Qingdao Xihaian
Municipal Corporation, combining related theories of project-oriented corporation
organization structure and related modern management, and also by modern management
diagnostic tools and diagnostic methods, this thesis recognizes that there are problems
with it organization structure design, HR construction and project management which
cause the low efficiency of the company management at present. Regarding the existing
management problems, this thesis put forward the suggestions of adjusting the overall
organization structure, re-sequencing the structure relation among each project department,
company management levels and other assisting management departments, carrying on
standard and systematical design of operation procedures of each departments including
each project department and making the company performance change to a direction of
more normalized and systematical. Besides, in aspect of company organization structure
adjustment implementation plan, for making sure the workability and implementation of
the company organization structure adjustment plan, this thesis comes up propels
corresponding control actions and implementation plan to maximize the successfulIII
workability and implementation of the company organization structure adjustment plan.
