本文共分五章:
第一章绪论,介绍一些与供水企业相关的理论依据以及所采取的分析方法。
第二章对保定供水总公司的外部环境进行了分析,重点从国家政策环境、保定城市
发展、同行业情况、政府管制等方面进行了分析。
第三章对保定供水总公司内部进行了分析,重点从公司的简介、发展历程、管理现
状、财务状况、人力资源等方面进行了分析。
第四章综合内外部因素,通过 SWOT 分析法进行了分析,提出了战略目标,并提
出了不同的战略选择。
第五章为战略保障措施,在 SWOT 分析并提出战略目标的基础上,在安全供水、
管道建设和维修、供水营销与服务、强化内部管理、科技成果应用与多种经营等方面提
出了具体的工作措施,确保战略目标可以实现。

Abstract
Urban water supply is a monopoly industry in the national economy and people's
livelihood, the relationship between the city development and survival. Baoding water
company as the only urban water supply enterprises in Baoding city, is shouldering the urban
population of more than 100 production and living water, but because of the reason of the
system and the market, Baoding water company losses for years. In order to solve the
difficulty, better serve the citizens, based on the theory of natural monopoly and government
regulation theory, public goods theory, strategic management theory and the SWOT analysis
method to the company's internal and external environment are analyzed, and puts forward the
relevant strategies and measures to guarantee.
This paper is divided into five chapters:
First chapter is introduction, introduces some related to the water supply enterprise as well
as the theoretical basis of the analysis method.
The second chapter analyses the Baoding water company's external environment, the
focus from the national policy environment, Baoding urban development, in the same
situation, the government regulation, etc are analyzed.
The third chapter analyses the Baoding internal water supply corporation, mainly from the
company's introduction, development, management status, financial status, human resources
and so on are analyzed.
Chapter iv comprehensive internal and external factors, through the SWOT analysis
method are analyzed, and puts forward the strategic target, and put forward different strategy
choice.
Chapter 5 for strategic safeguard measures, on the basis of SWOT analysis and put
forward the strategic target, in the security of water supply, pipeline construction and
maintenance, marketing and service of water supply, strengthening internal management,
application of scientific and technological achievements and diversification, etc, put forward
specific measures for work, ensure that strategic objectives can be achieved.
