随着信息技术的跨越式发展,信息系统已经成为诸多企业发展的战略性工具。但即

使企业高管对信息系统的主观重视程度不断提高,可往往由于不完善的信息系统规划使

得信息化建设偏离轨道,巨大的信息化投入达不到预期的效果。那么企业应当如何进行

信息系统规划以使得信息系统更好地符合企业战略这样的问题存在于每一个IT管理

者的脑海中。

A企业作为国际航运龙头企业之一,从上世纪八十年代就着手构建了基于IBM

Mainframe大型机的全球中央化信息系统。在过去近30年,A企业通过不断完善这套成

本高昂的信息系统强有力的支持着A企业“卓越服务”的企业战略。但是,自2007年

全球金融危机以来,由于国际贸易量骤降和各大船公司运力上升,以及各大船公司服务

差异化不断缩小,A企业不得不对企业战略进行调整。而A企业信息系统重构项目,将

作为A企业新的企业战略使能器之一,被A企业高管寄予厚望。

基于此次A企业信息系统重构项目的战略性意义,本文将在SAM战略一致性模型的

的基础上对A航运企业进行信息系统规划。本文首先借鉴国内外信息系统规划的科学理

论及实践经验,明确本文信息系统规划的内涵,既包括了信息系统战略规划和信息系统

架构规划。其次,在对A企业进行信息系统战略规划时,本文将釆用埃森哲规划方法论,

围绕着A企业战略制定出信息系统战略,并通过战略匹配度测量模型进行SAM模型的外

部领域集成度验证。再次,在进行信息系统架构规划时,本文将通过价值链分析法,从

A企业战略中提炼出价值链体系,实现SAM模型内外部领域的适配。并通过T0GAF开放

组体系结构框架,以业务架构为驱动,至上而下推导出数据架构、应用架构及技术架构。

从而实现SAM模型内部领域的自然集成。

本文主要体现出以下三个方面的应用创新。一是目前的SAM模型研究中,理论结合

企业实际案例的很少。本文完整的展示了如何将SAM模型应用到A航运企业信息系统规

划实践当中;二是本文在对SAM模型的应用当中,结合了埃森哲规划方法论和开放组体

系结构框架,据作者所知目前没有类似的研究文献;三是本文始终围绕着业务和技术两

条主线,在进行信息系统规划时紧紧围绕着A企业战略和业务运营,可以为其他航运企

业的信息系统规划起到一定程度的借鉴作用。

Information Strategy and ArchitecturePlanning of ALiner Company

ABSTRACT

With the quick development of information technology, IT has been indispensable for

implementation of enterprise strategy.But although enterprise management has attached more

and more importance to IT system,it often tends to deviate from the course due to imperfect

ISP (Information SystemPlanning). How should enterprise carry out ISP so that it can align

with Enterprise strategy It's always a complicated question concerned by IT management.

A company is one of leading liner enterprises. A built a centralized IT system with IBM

mainframe since the 1980s. In the past nearly 30 years, A dedicated to fulfill 'excellent

service' enterprise strategy by all means which include improving and updating the high cost

centralized IT system constantly. However, since the global financial crisis in 2008,and as a

result of international trade volume declining and transport capacity of shipping companies

rising, and service differentiation of liner companies shrinking, A enterprise has to consider to

adjust the current enterprise strategy. The IT project Remodel will be regarded as one of

enabler to implement A new enterprise strategy, and be attached high importance by corporate

executive.

Based on the strategic significance of Remodel project, this thesis will research how to

carry out ISP for A enterprise based on SAM (Strategic Alignment Model). Firstly the thesis

will refer to the existing scientific theories and practical experiences of ISP, and identify the

connotation of ISP which includes ISSP (Information System Strategy Planning) and

ISAP(Information System ArchitecturePlanning). ISSP focus on the external area of SAM,

and ISAP focus on the internal area of SAM. Secondly, this thesis will adopt

Accenturemethodology for ISSP which is closely around enterprise strategy, and will have

integration validation between enterprise strategy and information system strategy through

Strategic Matching Degree Measurement Model. Thirdly,at the beginning of ISAP, the value

chain system will be inferred from A enterprise strategy, thereby, to accomplish the suitability

between SAM external area and SAM internal area.Following, this thesis will

introduceTOGAF (The Open Group Architecture Framework)into ISAP. ISAP is driven by

business architecture, and sequentially infers to data architecture, applicationarchitecture and

technology architecture, thereby, accomplishing the integration validation between enterprise

operation and ISA (Information System Architecture).
