华菱钢铁铁矿石水路运输管理优化研究

Abstract
Due to the lack of iron ore resources in China, also the ore grade is low and
difficult mining, most iron and steel enterprises import more than 80% of iron ore
from abroad. Valin steel imports iron ore mainly from Australia and Brazil, import
iron ore shipping by sea to the south port of China and the Yangtze river, then
transport to the steel factory by rail and by water respectively. Valin steel is located
in the inland, the logistics cost is even higher than the average, logistics cost account
for more than 50% in the iron ore purchasing cost. High logistics costs and
overcapacity, valin iron steel is facing huge cost pressure, and greatly weaken its
competitiveness.
In this paper, by using the theory of modern logistics, The author make a study
of waterway transport management optimization of valin steel, and carries on the
analysis and research of the shipping line, cost and internal control, found that there
is a big space can be optimized to reduce the cost. Combined with the actual situation
of valin steel, the author design an optimization scheme and specific measures for
iron ore water transportation management. First, strengthening internal control and
overall planning to optimize the internal water transportation management. Second,
integrate Valin’s existing transportation resources and establish water logistics
transportation network. Third, adjust the distribution of import iron ore port of
discharge to optimize the iron ore shipping route and reduce the transportation cost.
Fourth, find the best combination mode of transportation to optimize iron ore water
transportation cost.
Valin steel can annually reduce 225 million yuan logistics costs through
optimizing waterway transportation management, if all in the waterway
transportation , it can annually reduce 394 million yuan transportation costs. As the
navigation condition of Yangtze river and Xiang river channel is improved,
large-scale cargo ship will be more economy, and the future railway cost will be
constantly increased, waterway transportation will make sense. This paper can also
be reference for other iron and steel enterprise located in the inland who wants to
improve its own waterway transport management.

摘 要
由于中国境内的铁矿石资源匮乏,且矿石品位低,开采难度大,中国钢铁企
业80%以上的铁矿石都是从国外进口。华菱钢铁的铁矿石主要来自澳大利亚,其
次是巴西,铁矿石经海运运到我国南方港口和长江口,再分别由铁路和水路运输
到各钢厂。华菱钢铁地处内陆,物流成本高出行业平均水平,在进口铁矿石采购
成本中,物流成本已超过了50%。高昂的物流成本,使产能过剩的华菱钢铁面临
着巨大的成本压力,大大削弱了自身的竞争力。
本文运用现代物流理论,对华菱钢铁铁矿石水路运输管理优化进行研究,从
铁矿石水路运输线路、成本和内部管控等方面进行分析和研究,发现存在很大的
空间可以进行优化来降低成本。笔者结合华菱的实际情况,设计出一个针对华菱
铁矿石水路运输管理的优化方案,并提出了优化铁矿石水运管理的具体措施:一
是集团内部水路运输管理职能的优化,通过加强集团内部管控,统筹规划;二是
整合集团现有资源,加快构建铁矿石水运物流体系,通过港口资源重组,建立现
代水运物流运输网络;三是铁矿石水路运输线路的优化,以降低综合运输成本为
目标,调整铁矿石接卸港布局;四是铁矿石水路运输成本优化,调整铁矿石内陆
运输方式与结构,把成本潜力转化为现实效益。
通过优化铁矿石水路运输管理,华菱钢铁主业每年降低物流成本2.25亿元,
按全部水运量计算,降低成本3.94亿元。随着长江航道及湘江航道条件改善,船
型大型化且更经济,加之未来铁路可能涨价,水运成本节约空间更大。本文也可
为地处内陆的其它钢铁企业在水路运输管理方面起到一定的借鉴作用。
