近年来,由动物疾病所引起的公共卫生领域危机频发,对国民经济与人民健

康产生了严重影响,同时对畜牧业发展也造成极大威胁。如禽流感会使整个国家

禽肉销售量急剧下降,禽肉制品进出口中断,家禽养殖业、饲料兽药行业和旅游

业等都会受到不同程度的影响。

本人长期从事 JT 动物药品公司的生产管理工作,发现突发危机破坏供应链

和企业之间的正常运作,有时表现为原材料供应的中断或者产品的积压,严重的

会使整个供应链断裂,威胁供应链节点各个企业的生存与发展。因此应对突发公

共卫生事件的策略研究具有深刻的现实和理论意义。

本论文以供应链危机管理等理论为基础,应用案例统计分析法,对以往突发

公共卫生事件的影响进行了研究。同时,以供应链危机管理视角,对 JT 公司现

状、问题以及供应链各节点的影响作了详尽的剖析。

根据上述研究发现,突发公共卫生事件对供应链影响具有突发性、不可抗性,

危害波及范围广泛。在此基础上,通过供应链危机管理等理论的应用,研究制订

了突发危机管理预案,以解决 JT 公司如何尽快从危机事件中恢复,有效降低企

业的风险和损失。同时,对 JT 公司供应链危机应对策略进行了初步应用,通过

对比分析,进一步完善了应对策略。分析表明,建立良好的供应链危机管理措施,

不仅能提高公司防范突发公共卫生事件的能力,还能提高公司的管理水平和竞争

能力。本文的研究成果,可为相关行业的企业应对突发公共卫生事件乃至其他类

型的突发事件提供参考和借鉴。

Abstract

In recently years, Emergent Public Health Hazards , especially the caused by

animal diseases frequently happened in the public health field. Public health crisis

has a direct impact on the entire national economy and people's health, and also pose a

great threat the animal husbandry development. Once the Avian Influenza accured,

would make the whole country’s poultry sharp decline in sales, and poultry products

and export may be interruption, such as poultry farming , feed veterinary industry

and tourism industry and so on may have been affected to varying degrees.

The author have long been engaged in JT animal drug company as a manager,

found that the sudden crisis disrupt the normal operation between the supply chain

and enterprises, sometimes the undermine wil expressed as raw material supply

interruption or may some products be overstocked, and the worst may throughout the

supply chain scission, that will be threated the survival and development of

enterprises for each node . Therefore, study the strategy about the Emergent public

Health Hazards has profound pratical and theoretical significance.

In this paper, we use supply chain crisis management theory, and use the statistical

analysis method, studied the previous impact on Emergent Public Health Hazards.

Meanwhile, from the supply chain risk management perspective, and detailed analysis

the JT company’s current situation, issues and the impact of each node.

Through the study, we found the Emergent Public Health Hazards impact on the

supply chain has a sudden, non-resistance, widespread damage. On that,through the

application for supply chain management, research developed a sudden crisis

management plans to address how to recover from the crisis as soon as possible, like

JT company, reduce the business risks and losses.The author combined with supply

chain crisis management theory, design a scientific supply chain crisis management

response plan. And through this case, further proof to establish supply chain crisis

management measures can not only improve the company's ability to prevent

Emergent Public Health Hazards, but also to improve their management level and

analogous enterprises to cope with the Emergent Public Health Hazards and other

similar events.
