摘要
小微企业是我国国民经济的重要组成部分,为社会稳定、经济发展做出了重
要的贡献。但由于大多数小微企业成立之初是靠老板带领一帮弟兄通过艰苦创
业、拼搏建立起来的,随着企业的发展,外部环境的不断变化,竞争的加剧,小
微企业想要快速健康的发展,就必须引入现代的、科学的绩效管理体系。绩效管
理体系的建立对于小微企业来说至关重要,绩效管理体系的建立可使企业更好的
实现人力资源管理,充分调动员工的工作积极性和工作潜能,绩效管理体系作为
一种现代的管理手段,贯穿于企业的招聘、培训、薪酬、奖惩、晋升、员工个人
职业生涯发展,通过绩效管理体系可以使企业达成自己的战略目标,提高企业的
竞争力,并成为企业发展的持续动力。
本文是对 RFSY 这样一家快速成长的小微企业的分析研究,发现企业目前存
在的问题和状况,围绕企业战略目标,根据企业的关键绩效指标为企业设计绩效
管理体系,并对绩效管理体系的展开,实施,应用做出设计分析的一个过程。通
过本文的研究,希望能对 RFSY 公司的绩效管理体系设计,及管理水平的提高具
有现实意义,并对类似于 RFSY 公司这样的小微企业建立和改善其绩效管理体系
提供参考和借鉴。本文以提出问题、分析问题、解决问题为主线。全文共分为五
个部分:第一部分,提出了选题背景、研究意义、研究的内容及方法;第二部分,
深入研究了绩效管理的相关理论和方法,并研究了我国小微企业绩效管理存在的
问题及影响;第三部分,简要介绍了 RFSY 公司的行业背景和发展情况,并对
RFSY 公司绩效管理的现状进行了分析;第四部分,根据公司战略目标,设计适
合 RFSY 公司的绩效管理体系,并提出一些保证绩效管理体系顺利实施的措施;
第五部分,对全文做出了总结,并对 RFSY 公司未来的研究方向做了展望。

Abstract
Micro enterprises is an important part of our national economy, has made an
important contribution to social stability, economic development. However, the
foundation of most micro enterprises is built up through a bunch of brotherhood
colleagues hard work led by their boss. With the development of enterprises, the
changing external environment, increased competition, micro enterprises desiring
rapid and healthy development, it is necessary to introduce a modern and scientific
management system. The establishment of performance management system is crucial
for micro enterprises. It could enable enterprises to better human resources
management, and fully mobilize staff motivation and potential to work. As a modern
management method through business recruitment, training, remuneration, incentive,
promotion, employee personal career development, performance review system could
enable enterprises to achieve their strategic objectives, to improve the competitiveness
of enterprises, and the continued power of the enterprise development.
This article is an analysis of RF Plastic Industry, a fast-growing micro enterprise.
We go for the enterprises existing problems and situation, according to enterprises
strategic objectives, design performance management system based on key
performance indicators, and make the process of design analysis on expansion,
implementation and application of performance management system. Through this
research, hope for the practical significance of RF Plastic Industry performance
management system design and management ability, and provide a reference for
similar micro enterprises to establish and improve its performance management
system. The main line of this article is ask questions, analyze problems, and solve
problems. This article is divided into five parts: the first part is the research
background, significance, research content and methods; second part, in-depth study
of the theories and methods of the performance management system, and research of
micro enterprises performance management problems and influence; third part, a brief
introduction of RF industry company background and development, and current
performance management status. part IV, according to the company's strategic goals,
design suitable performance management system, and propose some guaranteed of
smooth implementation of the measures performance management system; five parts,
made a summary and RF research directions prospect in future.
