摘要
十几年来,我国烟草物流经历了从无到有,从忽视到重视的探索
和发展过程。目前,我国烟草行业物流建设已取得了明显的效果。加
强烟草行业的物流管理,毫无疑问将从很大程度上降低烟草行业的成
本。但是,随着物流量的加大,我国烟草行业物流体系的不足也日益
暴露出来,本文正是基于这样一种背景选题,研究常德市烟草公司的
物流管理现状,发现其现存的问题,并提出相应的优化措施。本文从
以下思路展开研究:
首先,本文梳理了物流管理的理论研究现状,为后文的研究提供
理论基础。理论研究现状包含国内外研究现状与相关理论基础两个部
分,分别总结归纳了当前物流管理的研究成果,介绍了物流管理的一
些基本工具与方法。
接着,本文简单介绍了常德市烟草专卖局(公司)的基本情况,
并详细讨论了该公司现有物流管理体系中存在的问题和进行物流体
系优化的条件。发现公司烟草物流中存在硬件使用效率低下、信息化
水平低、路线规划不合理和专业人才缺乏的弊端。针对这些弊端,本
文在第四章从物流软环境优化、物流信息化、业务流程重组以及运输
线路优化四个方面提出了物流体系优化的方法。同时为了评价物流优
化的效果,在物流优化的基础上,第五章建立了烟草物流优化的评价
模型,从物流软环境、物理信息化、物流环节以及物流优综合评价几
个方面来构建指标体系,并通过专家评价法与层次分析法确定了各指
标的评价权重。最后通过标杆管理法计算出了常德市烟草公司物流优
化的效果,并给出了一些政策建议。

ABSTRACT
Over the past decades, China's tobacco logistics have experienced a
process from unexisting to existing, from neglecting it to attaching
importance to it. At present, China's tobacco industry logistics
construction has achieved significant results. Improving the
management of tobacco logistics industry no doubt will largely reduce the
cost of the tobacco industry. However, short comings of logistics system
in China's tobacco industry came up with the logistics amount increasing,
The article is based on such a background, studying logistics management
status of Changde City Tobacco Monopoly Bureau (Company), to find
out the existing problems, and put forward corresponding optimization
measures. This article expands the study from the following points:
Firstly, this paper reviews the theoretical study of logistics
management, building theoretical basis for later research. The Present
Theoretical Study is divided into two parts, the first chapter and the the
second chapter. Research status in the first chapter summarizes the latest
research and logistics management in a wider scope; Theoretical basis in
the second chapter discussed the logistics management methods and
modern logistics management.
Secondly, this study introduced Changde Tobacco Monopoly Bureau
(Company) and discussed the problems in its existing logistics
management system how to improve them. Finding that there are some
problems with this company: inefficient hardware use, low level of
information, route planning unreasonable, and professionals lack. To
address these drawbacks, this paper comes up with principles and ideas to
improve the logistics system optimization company in the fourth chapter,
such as soft-environment of logistics optimization, sorting packaging
optimized logistics information and transportation routes in the
re-planning and warehouse management measures. In order to find out
how these logistics optimization measures will improve the company's
operations, an evaluation model is established in Chapter five. Trough
constructing index system from logistics soft environment, including
logistics information technology, logistics links and integrated logistics
performance and using AHP determine the index weight to evaluate the
logistic performance of Changde Tobacco Monopoly Bureau (Company).
