摘要
电路调度的质量直接关系到移动网络建设的效率,然而在早期,
ZJ通信公司(以下简称ZJ公司)的电路调度主要依赖网络管理人员
的经验和对网络的熟知度,通过人工调度方式来完成的,但是,随着
网络的日益庞大和复杂,电路调度人员已无法及时有效的掌握全网资
源的使用情况,从而无法对电路调度形成快速响应,制约了网络建设
的步伐。
2009年,ZJ公司从管理层到基层大范围兴起了学习质量管理理
论的热潮,公司员工纷纷将科学的质量控制方法运用到实际工作中,
产生了巨大的工作效益,本文的研究正是在这个背景下开始的。本文
主要研究内容旨在提升电路调度的效率,文中运用了质量管理的
PDCA循环,先对ZJ公司电路调度的现状进行分析,查找所有可能
的原因,然后再进一步确定主因,针对主因制定了实施方案和实施计
划,在实施的过程中运用了质量管理的多种分析方法,如:因果分析、
帕累托分析、控制图分析、散布图分析、抽样统计法、调查法和直方
图等,实现了质量管理的控制方法在解决减少电路调度时间的运用,
并结合信息化的管理手段,取得了显著的效果。
研究结果表明质量管理和信息系统相结合的方法能在工作中发
挥巨大的效益,该发现对ZJ公司的电路调度管理效率提升有着十分
重要的现实意义,通过研究还发现,质量管理没有永恒的答案,只有
永远的问题,它是一个周而复始的过程,为质量付出越多,收益也就
越大。

ABSTRACT
The quality of the circuit dispatching directly related to the mobile
network construction efficiency,However, in the early days,circuit
dispatching of the ZJ communication company(hereinafter referred to as
the ZJ company)lies on operators' experience and network familiarity,
which is executed by way of manual dispatching. However, along with
the increasing complexity and scale of the network, the employees in ZJ
company could not reach the network resource situation timely and
effectively. Therefore, they were unable to form a quick response to
circuit scheduling, which restricted the network construction pace.
In 2009, there was an upsurge of studying quality management
among ZJ Company from the management to the first-line employees.
They applied the theory into the practical work and made a great
improvement in work efficiency, which is the background of this paper.
The main content of this research aims to improve the efficiency of the
circuit dispatching. By using the quality management of PDCA
circulation, the article firstly focuses on the current situation of the circuit
dispatching to find all the possible causes, and then further to find out the
main causes, for which, make the implementation of the program and
plan. Variety of Quality Management methods are used in the course of
implementation, Such as causal analysis, Pareto analysis, control chart
analysis, scatter plot analysis, statistical sampling, investigation, and
histogram, which achieved the application of quality management control
method in reducing circuit dispatch time and created significant results
with the help of informatization management.
The results show that the combination method of the quality
management and the information system can play a huge benefit in work.
This discovery would play a very important practical significance in ZJ's
circuit dispatch management. Through the study also found that quality
management is not eternal answer, only the eternal question, which is a
cycle of process. The more you pay for the quality, the more benefits you
get.
