摘 要
中等职业教育是我国教育体系中的一个环节,担负着培养高素质的初、中级劳
动者和技能型人才的使命,在中国实行创新驱动战略、推进经济结构战略性调整的
背景下,中等职业教育越来越受到关注。
2011 年沧州市人民政府决定将市区四所中等职业学校合并更名为沧州工贸学
校,整体并入沧州职业技术学院并保留沧州工贸学校的独立建制,2012 年沧州工贸
学校国家教育改革发展示范校建设项目立项,沧州工贸学校的发展进入了一个崭新
的阶段,面对整合之初内部的矛盾、创建示范校的诸多困难,环境复杂、竞争激烈,
研究并制定科学的发展战略己成为沧州工贸学校的当务之急。
本文以沧州工贸学校为研究对象,按照发现问题--分析问题--解决问题的研究
思路开展工作。利用企业战略管理的理论和方法,通过 PEST 分析模型、波特五力模
型对沧州工贸学校的外部环境进行研究和分析,找到影响学校发展的外部机会和威
胁;又通过学校资源和价值链分析对沧州工贸学校的内部环境进行研究和分析,确
定影响学校发展的内部优势和劣势;在此基础上,通过 SWOT 矩阵的进一步分析,提
出可供沧州工贸学校选择的战略方案;通过对备选战略的分析,选出适合学校的发
展战略;最后,提出沧州工贸学校发展战略实施的措施和保障。

ABSTRACT
Secondary vocational education is one of the education system in China, undertakes
the mission to train elementary and intermediate workers and skilled talents. In china, it is
paid more and more attention in the background of implementing strategy driven by
innovation and Accelerating strategic economic restructuring.
In 2011, Cangzhou municipal government made a decision to create one of the
National Model Schools : a merger was implemented among Four Secondary vocational
schools of city, since then she has entitled her new name Cangzhou Industry and Trade
School, and has been incorporated into Cangzhou Vocational College of Technology but
still keeps independent establishment. The development of Cangzhou Industry and Trade
School has entered a new stage. In the face of the internal contradictions, so many
difficulties, complex environment and fierce competition, it's urgent for the new school to
research and establish scientific development strategy.
In this paper, Cangzhou Industry and Trade School is the study object, and the
author's work is carried out in accordance with research ideas as finding
problems-analyzing the problems-solving the problems”. Firstly, adopt the theories and
methods of the enterprise stratagem management theory, PEST analysis model and
Potter's five strength models for research and analysis of Cangzhou Industry and Trade
School external environment, this paper provides outside opportunities and threats which
may influence the school development. And then, the advantages and disadvantages are
confirmed by researching and analyzing the internal environment of Cangzhou Industry
and Trade School. Next, some feasible schemes for Cangzhou Industry and Trade School
are put forward by further analyzing the SWOT matrix, and the suitable development
strategy for school can be selected by the analysis and evaluation of alternative strategy.
Finally, the concrete implementation safeguard measures of development strategy for
school are provided.
