本文首先对国内中压开关设备制造行业现状、天水长城开关厂有限公司目前
所处的市场环境和面临的挑战以及生产流程优化的背景进行了介绍和初步分析。
然后对公司现有生产制造流程介绍和各部分的详细分析,找出了制约生产流程的
主要原因。通过与国内同行业先进单位生产组织模式的对照分析,明确了自身在
生产管理中存在的差异。最后根据自身在生产制造流程中存在的问题和不足提出
了从生产管理组织、生产流程、生产各节点控制和监控的流程系统优化方案,并
对方案在实施中可能存在的问题或缺陷制定了相应的解决和处理等防范措施。
本文对天水长城开关厂有限公司提高生产交付能力和控制产品质量的生产
制造流程的优化方案进行了探讨。同时,对国内国有企业的生产流程优化具有一
定的参考价值。

ABSTRACT
With the gradual standardization of domestic market, higher requirements are provided to the
manufacturers of medium voltage switchgears on their ability of marketing, ability of product
delivery, quality, and after service. In the increasingly severe market competition, Tianshui
Changcheng Switchgear LTD (called TCS in the following), which is a first-rank corporation
among domestic manufacturers of MV switchgears, has optimized its marketing, manufacturing,
service,and others systems for the purpose to improve its ability to fit the market. The paper has
reached the problems of TCS on marketing, product delivery, and provids the optimizing and
improving scheme.
The paper produces and generally analyzes the domestic industry actuality of MV
switchgears, as well as market circumstances, difficulties, and optimizing background of
production flow of TCS. The production and manufacturing flows are introduced, each part is
detailedly analyzed. The main reasons which restrict the production flow are discovered. The
difference in production management is provided by comparing analyzing the manufacturing
modes of TCS and domestic first-rank corporation of MV switchgears. Finally, the systematic
optimizing scheme of flow for controlling and monitoring of organization of production
management, production flow and each production node is provided in accordance with the
problems and shortcoming in the production and manufacturing flow of TCS. The precautionary
measures which can be used to solve the problems during the scheme being brought into effect are
established.
The paper discusses the optimizing scheme of production flow on improving the ability of
product delivery and controlling the quality of the products. It has reference value for optimization
of production flow of domestic state-owned enterprises.

在电力系统中,中压金属封闭幵关设备(简称幵关柜)是配电系统的主要组成部
分,一般用于额定电压3. 6^^40. 5kV,额定频率50Hz的三相交流电网中,作为电
力系统(包括发电厂、变电站、输配电线路和工矿企业等用户)的控制和保护之
用,是接收和分配电能的成套开关设备。尽管各国的条件和技术发展水品各不相
同,金属封闭开关设备的开发也各不相同,但其结构却基本相同,主要有箱型、
间隔型和铠装型3种结构形式,产品除符合本国的标准外,还符合IEC60298、
IEC60694等国际性标准。随着断路器技术的发展和开关柜制造技术、加工工艺
的进步,金属封闭开关设备的成套水品也在不断发展。
常规通用型交流金属开关设备是指釆用空气为主绝缘介质,主开关为断路器
(少油断路器、真空断路器、SFe断路器)的成套金属封闭开关设备,最早是从
敞开式开关设备发展而来,经过一百多年的发展,至今已形成品种齐全,系列性
强,可适用于各种严酷的环境条件,如高海拔(至4000米)、凝露、污移等。由
于通用型交流金属幵关设备自身所具有的设计灵活、组合方案多、操作维护简单、
性价比高等优点,目前仍是3. 6~40. 5kV领域的主流产品之一。
