摘 要
本文以 JK 供热热源厂大安市工业集中区供热建设项目为对象进行项目投资效
益分析,该项目以满足大安市工业集中区及育才路以北区域供热为目标。该项目实
施后大安市工业集中区及育才路以北区域现有供热的113万m供热面积可全部实现
集中供热,并为规划供热负荷发展留有适当裕量。该项目建成后,区域内供热面积
可全部实现集中供热。本文对大安市工业集中区(城北)集中供热热源厂及管网改
造、项目投资分析,根本目的是最大限度保障政府招商引资项目的冬季供热和日常
生产需要,对工业集中区内现有资源进行重组,合理规划,开源节流,不但使该地
区提高环境和政策保障,更提高 JK 供热热源厂的投资回报率,大大减少该项目在建
设投资过程中的各种风险,从而达到工业集中区产业集群、示范效应作用。本文在
明确管理技术经济学重要论点和科学评价分析的前提下,全面分析 JK 供热热源厂在
该地区的政府政策标准和优惠条件、建设预算成本的控制、铺设管网和改造管网的
技术支撑、影响周边环境等因素,利用建筑学、经济学、人力资源管理、会计学、
统计学等方面的相关知识,构筑科学合理的评价分析体系,并对 JK 供热热源厂的投
资效益进行分析,为该项目最终是否可行和能尽快建设作出正确结论。

本文通过对大安市工业集中区(城北)集中供热热源厂及管网改造、项目投资
分析,进一步对 JK 供热热源厂在育才路以北选址建设、区域资源踏查、周边环境以
及项目建设地的拆迁居民、驻区企业进行走访,了解实际情况。同时对工程建筑市
场跟踪调查、询价,工程机械运输半径和项目建设方案反复审核,达到科学规范目
的的前提条件与作用。

经计算该项目盈亏平衡点为 68.73%(达产年值),说明企业生产只要达到设计
能力的 68.73%,即可达到盈亏平衡。由此可以看出该项目有一定的抗风险能力。项
目建设的技术储备充足,队伍稳定,结构合理,专业技术力量雄厚,具有丰富的建
设经验,项目建设规模与资金投放量适度,资金来源有保障,具备良好的经济条件。

项目建设的技术路线与技术措施配套、成熟、先建设方案和投资分析科学,该投资
是可行的。

Abstract
District Heating Project Based on the JK heating source factory Da&39;an City Industrial
Analysis of project investment benefit as the object, the project to meet the Da&39;an City
industrial concentration area and Yucai Road North District heating as the goal. After the
implementation of the project in Da An City industrial concentration area and the road to
1130000 M2 heating area of north area of existing heating can achieve all of central
heating, heating load for planning and development with adequate margin. After the
completion of the project, regional heating area can all realize centralized heating. This
paper focuses on the district Da&39;an City Industrial (North) of central heat supply and pipe
network transformation, project investment, the fundamental purpose is to maximize the
protection of government investment project of heating in winter and the daily production
need, the industrial concentration area to restructure existing resources, rational planning,
broaden sources of income and reduce expenditure, not only make the area to improve the
environment and policy security, improve the JK heat supply rate of return on investment,
reduce the various risks in the process of construction investment of the project, so as to
achieve industrial zone industrial clusters, the demonstration effect. The premise of this
analysis in the important argument clear management technology economics and
scientific evaluation, a comprehensive analysis of JK heat supply in the areas of
government policy standard and preferential conditions, construction budget cost control,
the laying of pipe network and transform the network technical support, the surrounding
environment and other factors, with the knowledge architecture, economics, human
resources management, accounting, statistics, etc., to build scientific and reasonable
evaluation analysis system, and the JK heat source plant investment benefit analysis, for
the final project is feasible and can make a correct conclusion as soon as possible
construction.
Based on the centralized area Da&39;an City Industrial (North) of central heat supply and pipe
network transformation, project investment, and further to the JK heat supply in Yucai
Road North site construction, regional resources investigation, environment and
construction of residents, local enterprises to visit, to understand the actual situation. At
the same time, the engineering construction market investigation, inquiry, engineering
machinery and transport radius and the construction scheme of the project review,
prerequisite to scientific purpose and function.
By calculating the project breakeven point is 68.73% (production value), explained that
the enterprise production only reached the design capacity of 68.73%, can achieve the
balance of profit and loss. Thus it can be seen that the project has certain anti risk ability.
Technical reserve projects is sufficient, team stability, reasonable structure, strong
technical force, has the rich construction experience, the construction scale of the project
and the volume of funds invested in moderation, sources of funding have safeguard, have
good economic conditions. The technical route and technical measures of construction
projects, supporting mature, the first construction and investment analysis of science, the
investment is feasible.

1.1 选题背景及意义
城市工业集中供热系统建立,是城市经济、政府税收和社会发展的重要基础设
施,其发展现状和水平是城市现代化的重要标志。发展城市工业集中供热区已成为
我国城市建设的一项基本政策。冬季采暖已不光是我国北方地区城镇居民的基本生
活需求,振兴东北老工业基地——工业企业供热尤为重要。城市工业集中供热对于
节约能源、减少污染、方便人民生活,节省城建用地起着十分重要的作用。

“十一五”期间,大安市委、市政府带领全市人民坚持以邓小平理论和“三个
代表”重要思想为指导,坚持以科学发展观为指导,实施工业强市战略,紧紧抓住
国家实施积极的财政政策、西部大开发、国家振兴东北老工业基地等一系列政策机
遇,转变增长方式,调整优化工业结构,提高发展质量,工业实现了较好较快发展;
同时大安市在城市建设方面大动作、大投入,不断改造旧城区,注重提升新建区域
的档次和品位,并将文化内涵有机地融入城市建设之中,建设经济适用住房,共建
城市设施,改善居民生活条件,共建共享新城区,大安市的城市面貌呈现出日新月
异的景象;城乡基础设施建设成效显著,完成城市道路、绿化、广场等一批重点建
设项目,建设城市集中供热、垃圾处理、供水管网改造等重点工程,生产、生活环
境明显改善。

同时,大安市政府为加大基础设施投资融资力度,改善生态环境,建设环境友
好型、资源节约型城市,对城市集中供热采取的基础设施特许经营 BOT 融资方式。

2005 年大安市政府同大安市 JK 供热有限责任公司签定大安市集中供热特许经营协
议,由大安市 JK 供热有限责任公司在大安市实施集中供热工程。2005 年大安市 JK
供热有限责任公司在城西区建设的 1
热源厂建成并投入使用,一期工程安装 2 台
29MW 高温热水锅炉,2006 年投入运行;2007 年实施扩建工程,安装 1 台 70MW
高温热水锅炉,2009 年投入运行。截至 2012 年底,大安市市区已实现集中供热 280
万 m,很大程度上改善了大安市的大气环境质量。

随着城区的近些年发展建设和棚户区改造的进度加快以及工业集中区的崛起,
现有的集中供热热源由于供热管线太长,根本满足不了工业集中区和城西、城北区
域的供热需求。现城西、城北区域内供热面积 113 万平方米。其中:有 1500 户 35
