摘 要
随着我国市场经济发展,县域经济在发展过程中相应的问题也随之诞生,目前,
县级经济发展的最大障碍就是农民的有效需求不旺,财富创造能力不足,收入就业环
境恶化等。同时县域金融也存在不少问题,诸如金融支持的资金有效供给不足、收益
率低、县域金融服务减少、民间借贷倾向严重等等,这些问题都成为我国县域经济增
长的“瓶颈”。由于县域金融的局限,使得县域经济的产业结构化调整难度加大,农村
基础设施缺乏建设,也对县域中的其他产业,如教育、文化等带来了消极作用。所以
最大限度地刺激县域经济的发展,加大对县域金融的投入、改革县域金融体制变得十
分重要和必要。县域经济与县域金融发展的有机结合,是解决当前县域经济的关键
县域经济的可持续发展有利于在全国政治稳定,有利于提升广大农民的幸福指数,
而强有力的金融支持是保障县域经济发展的必要途径。本文以当代国内外的经济发展
理论为导向,结合我国县域经济实际发展中金融服务的现状、差距、不足和危害,以
如何完善县域经济资源的分配优化和县域经济协调发展为根本出发点,提出了县域金
融深化政策及加强县域金融支持旳措施选择。其中突出的一点是在实证分析方面,基
于研究金融与经济关系的相关文献和数据的可得性设计了反映县域经济增长和县域金
融发展及其他影响因素的指标体系

Abstract
County region economy is playing an important role in the development of national
economy and politics,and its dynamic development is helpful for propelling the process of
national economy development. However, the development of county region economy needs
continuous and powerful support from modern finance. Based on modern finance
development theory, this dissertation analyzed the current situation of financial support in
the development of county region economy and the disadvantages of the modern finance.
Meanwhile,it also discussed the high correlation between county economic growth and
finance development, and explained the foundation and source of finance containments for
county economy development. Finally, a series of countermeasures were put forward to
optimize all kids of finance resources for accelerating the development of county region
economy.
Coordinated development of the county economy and County Finance County
Economic Growth, is also to address the lack of effective demand in rural areas in the
current economic development, increasing farmers1 income is difficult employment situation
is grim key to the puzzle, but also boost the county economy, rural well-off. It has important
practical significance and far-reaching historical significance. County Finance Howev汉,
there are many problems, such as lack of effective supply of ftinds for financial support;
income is low; county decrease in financial services; serious tendency of private lending, and
so on, which makes the county finance has become a bottleneck of the county economic
growth in China. The county financial limitations, making the county economy industrial
structure adjustment difficulty increase, lack of rural infrastructure construction, also brought
negative effects on other industries in the county, such as education,culture. In order to
stimulate the development of the county economy, and increase investment in the county
finance reform county financial system is necessary.
