“郡县治,天下安”。一直以来县域经济都是全省乃至全国经济中重要的组成

部分,占据着基础性地位。然而,与县域经济的基础性地位不匹配的是县域金融

发展的严重滞后。县域经济与金融的发展近年来引起了越来越多的关注,不仅从

国家层面人民银行和银监会出台了系列措施如改善金融服务、增加金融供给、加

强金融生态建设等以加大县域金融发展的支持力度,从地方政府层面也不断出台

新的举措促进县域经济的发展。2012年6月,云南省省委、省政府印发《关于

推进县域经济跨越发展的决定》,明确提出要将发展县域经济作为强滇之基、富

民之源,并将提高县域金融服务水平作为推进县域经济跨越式发展的重要措施之

一。从县域层面研究经济与金融发展的规律,剖析影响县域金融效率的因素,不

仅仅能填补相关领域的理论空白,而且也有重要的现实指导意义。

本文收集了云南省129个县(市、区)2006-2013年八年的经济金融相关数据,

将理论分析与实证分析相结合,运用面板数据多元回归模型验证了云南省县域经

济增长与金融发展的关系,在此基础上运用数据包络DEA模型对全省129个县

(市、区)金融效率进行了进一步的测算和对比分析,最后就如何提升县域金融效

率提出了针对性的政策建议。研究发现云南省县域地区的金融发展对县域经济的

增长起促进作用;从县域金融效率的角度看县域金融发展,金融效率总体水平不

高,但近年来呈稳步提高的趋势;县域金融服务综合效率与经济发展水平之间存

在U型关系,即存在经济较发达县和经济落后县服务综合效率较高,而经济中

等发展水平县综合效率较低的现象,纯技术效率与经济发展水平之间也存在类似

关系。

为提升县域金融效率,应进一步完善县域金融组织体系,加大县域金融信贷

投放支持,推进县域金融服务和产品创新。

A STUDY ON THE ENHANCEMENT OF COUNTY

FINANCIAL EFFICIENCY IN YUNNAN

ABSTRACT

Where counties are governed well, where the country security could be

guaranteed, counties' economic development has taken up an important position in

the province and the country's economic development. However, the development of

county finance does not match county economy's important position,which is

seriously lagging behind economy development. The issue of county economic and

financial development has attracted more and more attention in recent years. Not only

did the People's Bank of China and Banking Regulatory Commission issue a series of

measures such as improving financial services, increasing financial supply,

strengthening financial and ecological construction in order to increase county's

financial development support, but also did the local government continue to

introduce new initiatives to promote county economic development. In June 2012,

government of Yunnan Province issued the Decision on promoting development of

county economy, which clearly puts forward that promoting county economy growth

should be viewed as the source of enriching people and strengthening province, and to

improve the level of financial services should be one of the key measures of

promoting county economy by leaps and bounds. The research on the relationship

between county economic growth and financial development and the analysis of

county financial efficiency factors will not only fill gaps in related theory, but also be

of practical significance.

This paper collects 2006-2013 economic and financial data in Yunnan 129

counties for eight years and does research using the method of both theoretical

analysis and empirical analysis, which firstly focuses on the relationship between

county economic growth and financial development in Yunnan with the help of panel

data regression model. Based on the result of regression, this paper carries out further

calculations and comparative analysis of financial efficiency across counties using

DEA model, and finally proposes suggestions on how to improve the county financial

efficiency. The study finds that in Yunnan, county financial development plays
