Abstract

safety situation is more and more severe. Mastermind the safety management strategy
scientifically is the current urgent task. The modern management theory provides lots of idea for
safety management strategy. The human environment and situation of current safety management
is the basic conditions for developing safety management. Safety management strategy is one
link of the enterprise strategy for the target system. By analyzing the inner, outside factors and
SWOT strategy, put forward safety management strategy target and implementation schemes,
established safety management system, safety responsibility system, safety standard construction,
safety risk distinguish system, safety information project , develop the career health standard,
safety issue emergency rescues abilities to support the realization for the strategy of the target.
Meanwhile, by using the method of action safety observation and the other scientific methods to
eliminate the unsafe factor views. And build good environment for the realization of safety
management targets. Of course, the realization of safety management strategy target is also based
on the investment for safety issue and the drive of exogenous and endogenous safety culture.
Especially, it needs to ensure the investment for safety management, and optimize the safety
measures. Ensure the technical protection as the critical point for safety strategy target process.
