北方工程公司隶属于中国兵器工业集团公司,服务于我国国防工业,长期
以来,在兵器工业、工业工程、民用工程以及相关专项工程方面积累了丰富的
勘察设计实力和经验,具有雄厚的技术优势和人才积淀。但是,伴随着国家基
础设施建设投资的减缓,勘察设计行业未来面临着从“设计”向“工程”转型
的挑战。本文以北方工程公司作为研究对象,以北方工程公司业务发展和经营
状况作为研究内容,结合相关的理论研究和实际调查,对北方工程公司的战略
转型、业务发展和职能举措做出了梳理和分析,并提出了战略转型的发展定位
和发展目标,提出了业务发展思路和发展方式,提出了支撑战略落地和业务转
型的相关职能举措。
战略管理是一项持久性的系统工程,它是保证企业健康可持续发展的有力
措施,因此,实施战略转型,需要对战略进行监控、评估,并不断对战略进行
完善和优化,就一定能够取得成功。本文的观点对勘察设计企业实施战略转型
具有一定的现实意义。

Abstract
A Study of Responding Policies for
Strategic Transition and Upgrading of Business Portfolio of
NORENDAR International Ltd.
The project engineering sector (typically covering geotechnics, survey and
engineering) has gone through a period of development over a half century from the
founding of the new China to the current stage of reform and opening up to the
outside world; and has made huge contributions to the modernized construction of
our country.
The project engineering sector is an important sector to serve the construction of
infrastructure. With the development of national economy, the construction of
infrastructure is playing an important role supporting the economic development and
is of increasingly great consequence to the development of the project engineering
sector. Since the reform and opening up, China has held an progressively outstanding
economic position in the domain of the world economy. The huge market needs
resulted from such situation have further promoted the development of the project
engineering sector and, at the same time, have put forward higher and more strict
requirements for the project engineering sector to develop.
NORENDAR International, a member of China North Industries Group, is
organized to serve the national defence industry. Through enduring efforts for a long
period, the firm has accumulated enormous strength and abundant experience; and
now possesses unique technical superiority and expert work teams in project
engineering in the fields of construction of ordnance and civil industrial works, civil
building works and specialized engineering works.
With the slowing down of national investment in the construction of
infrastructure, the project engineering sector will face a challenge of transition from
“design” to “engineering”. This thesis, taking NORENDAR as the object of study,
covers its business development and operating situation. Based on related theoretical
research and practical investigation, the paper organized and analyzed the firm’s
strategic transition, business development and functional measures. Then it presented
development niche and goals for strategic transition; business development ideas and
modes; and related functional measures to support realization of strategy and
transition of business.
The strategic management is a long-term systems engineering and a strong
measure to assure sound and sustainable development of an enterprise. In order to
implement the strategic transition, it is necessary to supervise, control and evaluate
the strategy and to make continual improvement and optimization of the strategy,
thereby we’ll be sure to achieve success.
The viewpoints presented herein have a certain practical significance for the
project engineering firms in implementing strategic transition.
