首先,本文制定了研究思路,厘清了研究的理论和方法,然后运用 PEST 分
析法研究了国内外宏观环境,比较分析了国内外勘查设计企业的发展轨迹和差
异,搜集整理了竞争对手的发展战略,然后从资源、文化、管理、战略、特异
能力五个角度梳理了中北市政院现有的资源禀赋,运用 swot 分析法提出了可操
的战略举措
其次本文提出了三个可行的总体战略,应用 QSPM 矩阵分析选择了一体化
增长战略,最终制订的战略为:以市政基础建设行业为核心,以工程咨询设计
为龙头,向工程建设延伸发展全产业链业务,重点布局国内市场,关注国际市
场,成为具备工程咨询、勘察设计、设备采购、施工管理、工程监理、工程项
目承包和项目管理能力,国内行业一流,兼具国际能力的工程公司。业务领域
差异化战略是该企业最优的选择,要从企业整体的差异化做到各个专业领域的
差异化,同时确认了资源保障型的职能战略,并提出了现有职能战略的缺点
最后本文着眼于战略实施,从实施步骤、实施重点、保障措施、控制措施
四个方面契合实际的提出了战略实施和控制的操作要点
但国内大型的勘查设计企业战略都是向工程公司和海外市场转型,工程建
设行业已经显露成熟期的迹象,在竞争过程中如何实现业务的差异化,如何做
到对母公司资源的最大化利用以及战略协同,都是中北市政院需要继续研究的
战略问题

Abstract
After more than 30 years of rapid development, China&39;s economy has formed a
basically stable market competition pattern in the field of domestic engineering
construction. However, economic growth has entered a new normal and the field of
engineering construction has subsequently continued to slow down. At the same
time, the municipal engineering industry is further opening up to social capital.
Although China North Municipal Engineering Design and Research Institute has
relatively strong strength in the industry and has a dominant position in certain
regions, the transformation of the new environment will form an unknown
opportunity and challenge. On the road to development, whether its own strategic
deployment is appropriate or not, how to ensure the smooth implementation of the
strategy in order to maintain its advantages and rapidly develop has become an
important issue before the enterprise.
This paper first develops the research ideas, clarifies the theories and methods
of the research, then analyzes the external and internal environment, uses the PEST
analysis method to study the macro-environment both at home and abroad, compares
and analyzes the development trajectories and differences of domestic and overseas
exploration and design enterprises, Collecting and sorting out the development
strategies of competitors, and then combing the existing resource endowments of
North China City Council from the perspectives of resources, culture, management,
strategy and specific abilities, and puts forward feasible strategic measures by swot
analysis.
In this paper, according to the growth strategy of the North China Municipal
Government, three feasible concrete strategies are proposed. The QSPM matrix
