国家战略物资储备工程是中央预算内直接投资建设的用于储存国家战略物资
的仓储设施的工程项目,一般由国家发展改革委审批立项,是典型的非经营性政
府投资项目。目前国家战略物资储备工程在组织建设实施的过程中仍然沿用传统
的管理模式,工程建设滞后于工期计划、管理运行效率传统而低效、投资成本偏
高效益低下等等这些传统工程管理模式下的突出问题普遍存在。在国家现行法规
制度框架下,作为非经营性政府投资项目的国家战略物资储备工程为切实提升项
目管理水平,提高管理效益,引入代建制很有必要
本文研宄梳理了国内关于代建制、国外关于公共工程项目管理等文献和基础
理论,先后赴内蒙、山西、湖北和广东开展实地调研,总结分析了当前国家战略
物资储备工程项目管理存在的问题。在此基础上,提出国家战略物资储备工程代
建制项目管理模式设计总体思路,以及项目管理体制、项目管理组织和项目管理
评价体系优化建议,结合实际,从国家战略物资储备工程代建制模式实施流程入
手,明确了工程建设管理中心的组建方案、工程项目部组建方案以及代建单位的
选取流程,并对国家战略物资储备工程实行代建制项目管理模式的风险进行全面
分析,提出建立国家战略物资储备工程代建市场准入制度、加强对招投标行为的
监管力度、控制参建单位相对独立性、充分发挥基层仓库的监督作用、建立科学
合理的评价体系等风险防范措施

As macroeconomic regulation and control, policy guidance, and other functions of
the government implemented an important means, in government investment projects,
because of construction project management system, operation mechanism and so on
reasons, the government exists as an investor investment, construction, pipe, with1&39; four
one of the drawbacks, still exist in the construction of projects such as three super,
subject vacancy problems. For this, requirements of the state council in non-operating
government investment project construction implementation of the agent, the purpose
is through the introduction of a third party professional management institutions, so as
to really improve the investment benefit of government investment project, further
raising the level of project management in government investment projects. After 20
years of practice operation, at present, non-operating government investment projects
around the country generally choose acting system project management mode, has
become the consensus of the government departments at all levels.
National strategic stockpiles is engineering construction investment from the
central budget for directly used for storage of the national strategic materials storage
facilities engineering project, the general project of examination and approval by the
national development and reform commission, is a typical non-operating government
investment projects. The national strategic materials reserve project still follows the
traditional project management pattern, there is a low efficiency of management,
investment budget, such outstanding problems as lagging construction period.
According to the requirements of the state council on investment system reform, under
the current laws and regulations, as non-operating government investment projects of
national strategic stockpiles project for practically improving project management level,
improve the management efficiency, it is necessary to introduce agent.
In this paper, we study combed the domestic about acting system, foreign
management such as the literature and the basic theory about public project,
successively in Inner Mongolia, Shanxi, Hubei and Guangdong conduct field research,
the current national strategic stockpiles were analyzed and summarized in this paper the
problems existing in the engineering project management. On this basis, the proposed
national strategic stockpiles project management mode of engineering acting system
overall design train of thought, and project management system, project management
and project management evaluation system optimization Suggestions, combined with

经过二十多年的实践运行,“代建制”已得到全国绝大部分政府部门的认可,
在非经营性的政府投资项目组织工程建设过程中实行“代建制”管理模式,己成
为各级政府部门的共识
当今世界,虽然和平与发展仍是主基调,但面对我国和平崛起的现实,国际
社会仍心存疑虑,甚或千方百计予以压制;我国的社会主义市场经济改革己进入
全面深化阶段,国内经济和社会均发生着深刻变化,社会矛盾虽有缓和但仍呈现
多发和叠加态势。可以说,我国面临的可以预见和难以预见的安全风险挑战依然
严峻。国家战略物资储备,旨在服务国防建设、应对突发事件、参与宏观调控、
维护国家安全,是国家直接建立和掌握的保障国家军事安全和经济安全的战略后
备力量,日益得到党和国家的高度重视。国家战略物资储备工程项目越来越多,
而国家战略物资储备工程项目管理也面临着许多新情况、新问题,若仍然采用传
统的工程建设项目管理模式,既无法适应国家深化投资体制改革的新要求、新常
态,更加无法适应现代化工程建设管理的需要。当前国家战略物资储备工程项目
管理存在建设的组织实施管理单位与使用单位两位一体、临时性项目管理机构缺
乏专业性、项目管理流程不畅、风险控制难度较大等突出问题。如何对现有的国
家战略物资储备工程项目管理模式进行优化,研宄设计满足国家战略物资储备工
程管理科学化、专业化需要的项目管理体制和运行机制十分必要
本文基于分析发达国家和地区的政府投资项目管理实践成果,注重借鉴国内
代建制运作模式的成功实践和经验教训,结合国家物资储备系统实情,提出了国
家战略物资储备工程引入“代建制”应该按照工程规模分别构筑“部分市场化”
和“集中建设”两种代建管理框架。本文以此为模式设计的总体思路,从管理体
制和运行机制两个层面进行优化设计,详细设计了国家战略物资储备工程代建制
模式的实施流程以及工程建设管理中心、工程项目部和代建单位的组建方案、选
取流程,揭示国家战略物资储备工程引入代建制时项目业主可能面临的风险,并
结合实际提出应对措施
本论文在研究和撰写过程中,我的导师施先亮教授给予了悉心的指导。本文
通过检索查阅了国内关于代建制、国外关于公共工程项目管理等文献和基础理论,
先后赴内蒙、山西、湖北和广东开展实地调研,总结分析了当前国家战略物资储
备工程项目管理现状,综合运用文献检索、调查分析、对比分析等多种研究方法,
经过近半年的努力,设计了国家战略物资储备工程代建制项目管理模式的管理体
